Dehradun, 27 Mar: A seminar was hosted by Director General of Police (DGP) Uttarakhand Abhinav Kumar at the Police Headquarters here, today, on improving the traffic management in the state, in general, and in Dehradun, in particular. Issues like traffic management, enforcement action and road safety were discussed at the seminar. During the seminar, the enforcement action taken under the traffic system in the districts, data of road accidents, parking, traffic manpower and action taken regarding traffic jams were also reviewed.
Addressing the seminar, DGP Abhinav Kumar issued various instructions on improving the traffic management in the state and in Dehradun. He also directed the police officials to improve the parking system and arrangements in Doon. He insisted that detailed data of the parking in the city should be prepared and assessed to ensure that the parking in commercial buildings which have been given permission for basement/complex parking by MDDA, are opened for parking immediately. Kumar stated that, in this regard, the Superintendent of Police, Traffic, Dehradun, will first hold a meeting with the owners of all the commercial buildings and officials of the Trade Board regarding parking and will get the complex parkings opened. If anyone does not open the parking even after that, then necessary action must be taken against the owners. He also added that Wedding Points must be directed to ensure vehicle parking within their properties during marriages or functions.
Abhinav Kumar stated that, in order to reduce the traffic pressure on all the schools/colleges of Dehradun, a meeting should be organised with the managers of all the government and private schools/colleges of the city and the opening and closing time of the institutions staggered to deal with the rush. He also stressed that vehicles that are currently parked outside the schools and colleges should be parked within the school or college compound to the extent possible.
During the review of traffic manpower deputed to manage the traffic, Kumar issued directions that all the traffic personnel working in the traffic system should be evaluated on the basis of duty and an audit of the manpower conducted. Even after this, if there is a need for additional personnel, then a proposal should be prepared in this regard. Kumar also said that consultations in this regard should be done with IIT Roorkee or any other institute to get ideas on new innovations and improvements in traffic management.
He said that to avoid traffic jams during towing operations, these should be avoided during peak hours. In the traffic system, a data base of processions on the roads should be prepared and processions/rallies banned on the main roads. During the review of road accidents, instructions were given to identify top 10 accident spots in big districts and top 5 accident spots in other small districts and deployment of enforcement officers and equipment done at these places at the earliest.
Additional Director General of Police, Administration, Amit Sinha, Additional Director General of Police, Crime and Law and Order, AP Anshuman, IG/Director Traffic, Uttarakhand, Mukhtar Mohsin, DIG Barinderjit Singh were among those present at the seminar.
