Dhami Govt presents Rs 65,571 Cr budget for 2022-23

Dehradun, 14 Jun: On the first day of the budget session itself, Finance Minister Premchand Aggarwal tabled the budget of Rs 65,571 crores for the remaining 8 months of the Financial Year 2022-23 on behalf of the Dhami Government. It may be recalled that, during the previous session of the assembly held soon after the new government had taken over after the elections, it had got approved a Vote on Account for the first three months of the Financial Year.

The budget tabled today by Finance Minister Aggarwal is a revenue surplus budget with a revenue surplus of Rs 2,460.96 crores for the year 2022-23. While the total receipts (income) of the government in the year 2022-23 are budgeted at Rs 63,774.55 crores, the total revenue receipts for the FY 2022-23 are expected to be Rs 51,474.27 crores. The total revenue generation by the state during FY 2022-23 is expected to be Rs 24,500.72 crores, of which the tax revenue to be generated by the state from its own resources is expected to be Rs 15,370.56 crores. Non-tax revenue to be generated by the state during the current financial year is expected to be Rs 5520.79 crores.

On the other hand, the total expenditure expected to be incurred by the state government during FY 2022-23 is expected to be Rs 65,571.49 crores. Of the total expenditure, an amount of Rs 49,013.31 crores is expected to be incurred under the revenue head, while the total expenditure expected to be incurred in the capital account is Rs 16,558.18 crores. A very significant amount of expenditure to the tune of Rs 17,350.21 crores is expected to be incurred on salaries and wages of the state government employees. On the other hand, expenditure of Rs 6703.10 crores is expected to be incurred on pensions of retired government employees.

As the government borrowings have remained high in the past decade, the government is expected to incur expenditure of around Rs 6,017.85 crores on interest payments against borrowings during the current financial year.

While the government has declared a revenue surplus budget to the tune of Rs 2,460.96 crores, the total fiscal deficit is expected to be Rs 8,503.70 crores, which the Financial Minister claimed is within the prescribed limits under the Fiscal Liability and Budget Management Act.

Around 27 percent of the total budget expenditure will be incurred on salaries, wages and establishment expenses; while 9.6 percent of total budget expenditure is expected to be incurred on investment. Also, 11.29 of the total expenditure is expected to be incurred on contribution of the state to various schemes, subsidies and grants. In addition, 9.18 percent of the expenditure is expected to be borne as payment of interest against the borrowings. Expenditure on construction projects is expected to be around 16 percent of the total expenditure. Around 14.72 percent of the total expenditure is expected to be incurred on other miscellaneous heads.

Some major budget provisions include Rs 3,994.1638 crores on health, medical and family welfare; Rs 10,493.92 crores on education, sports and youth welfare; Rs 2110.85 crores on Housing, Urban Development and Water Supply; Rs 1206.2 crores on Agriculture and allied sectors; Rs 537.47 crores on Horticulture; Rs 531.66 crores on Animal Husbandry; Rs 128.09 crores on the Information Department; Rs 605.31 crores on Labour Welfare; Rs 2423.55 crores on Police and Home Department and Jails; Rs  3699.13 crores on Rural Development; Rs 2349.64 crores on PWD; Rs 13,229.18 crores on Irrigation and Flood Control; Rs 448.076 crores on Industries; Rs 337.04 crores on Transport; Rs 482 crores on Power; Rs 534.32 crores on Food; Rs 256.89 crores on Tourism and Rs 943.24 crores on Forests.
