Dehradun, 19 Oct: Dr Dhal Singh Bisen was sworn in as the Governor of Uttarakhand at Lok Bhawan here on Monday. During the swearing-in ceremony, Chief Justice of the Uttarakhand High Court, Justice Manoj Kumar Tiwari, administered the oath of office to Dr Dhal Singh Bisen.

Following the oath-taking ceremony, Governor Dr Bisen inspected the Guard of Honour presented by the Uttarakhand Police. Earlier, Chief Secretary Anand Bardhan read out the warrant of appointment issued by the President of India, appointing Dr Dhal Singh Bisen as the Governor of Uttarakhand.

Addressing the media, Governor Dr Bisen said, “I bow with deep reverence to the sacred land of Devbhoomi Uttarakhand and its people. I express my heartfelt gratitude to the country’s top leadership for providing me with the opportunity to serve this sacred land.”
The Governor said that Uttarakhand is not merely a state but a centre of faith and culture. It is the land of the sacred Char Dham shrines—Badrinath, Kedarnath, Gangotri and Yamunotri. The state is also home to spiritually significant and sacred places such as Adi Kailash and Jageshwar Dham. Uttarakhand is renowned worldwide for its unique tourist destinations.

He further stated that, alongside being Devbhoomi, Uttarakhand is also a Veer Bhoomi, a land of valour. Almost every family in the state has a member serving in the armed forces to protect the nation. The women of Uttarakhand are exceptionally empowered and inspirational, while its youth, farmers and society as a whole are hardworking and resilient. This is why Uttarakhand is rapidly advancing across various dimensions of development.

The Governor said that Prime Minister Narendra Modi had stated from the premises of Baba Kedar that “the third decade of the 21st century will belong to Uttarakhand”. He added that, in line with this vision, the state must continue to accelerate its development and reach new heights.
He said that his key priorities as Governor would include safeguarding constitutional values at all times, upholding the dignity of the office, and working in coordination with the state government and the people to accelerate initiatives in education, healthcare, agriculture, tourism, environmental protection, employment and public welfare.

“The peace, security and prosperity of Devbhoomi Uttarakhand are our foremost objectives,” he said.
