Dehradun, 18 Apr: The government has finally taken a decision to relieve Chief Engineer of PMGSY in Kumaon Division, SN Singh for his parent department which is the state irrigation department. Orders to this effect have been issued today. He has been accused of negligence.
Singh has been relieved of his duties and reassigned to his original department, the Irrigation Department, following allegations of negligence and absenteeism.
The decision was announced today by Himanshu Khurana, Chief Executive Officer of URDA, under the directions of the Secretary, Rural Development. Until further orders, the Superintending Engineer of PMGSY Circle, Jyolikote, has been asked to assume the responsibilities of Chief Engineer, PMGSY Kumaon Area, in addition to his existing duties.
Sources added that the action against Singh was prompted by his failure to address critical issues, including the quality of works under the Pradhan Mantri Gram Sadak Yojana (PMGSY), inadequate supervision, lack of effective control over subordinate personnel, and delays in compensation distribution. Complaints regarding the substandard quality of motor roads in the Kumaon region under PMGSY had been mounting, necessitating immediate intervention.
In response to specific complaints, show-cause notices have been issued to several officials including Vinod Kumar, Superintending Engineer; Gyanesh Chandra Upadhyay, Executive Engineer in charge; and KN Sati, Assistant Engineer of PMGSY Irrigation Division Almora, for failing to act on complaints regarding the quality of the Danya Ara Salpad motor road. Show Cause notices have also been issued to Meena Bhatt, Executive Engineer, and Sanjay Tiwari, Assistant Engineer of PMGSY PWD Division Kathgodam, for neglecting complaints about the quality of the MRL 18 Kasiyalekh Budibana Soupi motor road. All the officials concerned have been directed to submit satisfactory explanations within two days.
