DEHRADUN, 2 Aug: A historic synergy of cooperation and tradition in Uttarakhand — a multi-layered strategic agreement between Guru Ram Rai University and the State Cooperative Union to empower farmers, women, and youth. In a landmark initiative to strengthen, diversify, and make Uttarakhand’s cooperative sector self-reliant, the Uttarakhand State Cooperative Union and the Uttarakhand Silk Federation are set to sign a strategic Memorandum of Understanding (MoU) with Guru Ram Rai University and its affiliated institutions. This partnership is designed not only to bring new markets to traditional products but also to play a transformative role in modern agriculture, women’s empowerment, and organic development.
Under this agreement, traditional products of the Uttarakhand Silk Federation — such as silk shawls, caps, mufflers, and convocation gowns — will now be used during convocation ceremonies at Guru Ram Rai group’s medical and educational institutions. Additionally, dedicated sales outlets for these products will be set up within these institutions, creating sustainable livelihood opportunities for local women’s groups, weavers, and artisans.
One of the most significant aspects of this agreement is the establishment of a Modern Agriculture Training Center on unused assets of Guru Ram Rai institutions. This centre will feature a range of integrated agricultural projects, including: Organic Farming and Aroma (Fragrance) Farming, Floriculture (Flower Cultivation) and Horticulture, Mushroom Farming and Beekeeping, Seed Breeding Units, Polyhouses, and Agro-Processing Units and other agriculture-based training and production activities. These initiatives aim to equip farmers, women, and youth with technical know-how, enabling them to become self-reliant and progressive Agri-entrepreneurs.

It creates employment opportunities for women in handicrafts, marketing, and processing; provides modern agricultural training and entrepreneurship pathways for youth, institutional platform and local markets for traditional products will get established, there will be productive use of Guru Ram Rai institution’s assets for public welfare, thereby becoming a model that blends cooperation, tradition, and sustainable development for Uttarakhand.
State Cooperative Minister Dhan Singh Rawat stated, “to rejuvenate Uttarakhand’s cooperative sector, we need innovation, partnerships, and optimal use of resources. This collaboration with Guru Ram Rai University is not just an agreement but the beginning of a new cooperative philosophy. It will empower women economically, equip farmers with modern skills, and guide youth towards entrepreneurship. I am confident that this model will serve as an inspiration for cooperative development across the country.”
Managing Director of Uttarakhand State Cooperative Union and Silk Federation, Anand Shukla said, “This agreement reflects the visionary leadership of Cooperative Minister. By partnering with a socially committed academic institution like Guru Ram Rai University, we aim to extend the reach of cooperatives to every section of society. Through modern agricultural training centers, women, farmers, and youth will adopt new technologies and move towards self-employment. This model has the potential to become exemplary not only for Uttarakhand but for the entire nation.”
