Dehradun, 20 Mar: The Uttarakhand government led by Chief Minister Pushkar Singh Dhami expanded its Cabinet today with five MLAs being administered the oath of office as ministers. The expansion, coming just ahead of the 2027 Assembly elections, is being viewed as a carefully calibrated move to strike a balance across regions and communities in the state. Of course, social balancing has been given priority over merit alone. Besides this, through this cabinet expansion, the government has clearly signalled its preference for stability over conventional political notions. Speculation about leadership change, which has persisted for a long time, now seems to have come to a halt. Political analysts believe this step has been taken not only with current circumstances in mind but also to provide a clear direction to future politics.
The latest cabinet expansion has introduced a new political equation in Uttarakhand, with the newly inducted ministers not only representing their respective constituencies but also reflecting the state’s complex social and caste composition. The inclusion of Bharat Singh Chaudhary from Rudraprayag, Pradeep Batra from Roorkee, Madan Kaushik from Haridwar, Khajan Das from Rajpur in Dehradun and Ram Singh Kaida from Bhimtal signals a clear attempt by the government to prioritise social and regional representation in the run-up to the elections.
In the last assembly elections, BJP had underperformed in district Haridwar and even after the elections, Haridwar’s claims were ignored while constituting the Council of Ministers in 2022. Though Madan Kaushik, who was a three time former minister managed to win comfortably from Haridwar city, he was ignored despite his seniority, his ability to win continuous elections ever since 2002, which was the first time assembly elections were held in Uttarakhand as a separate state. In the Trivendra Singh cabinet and in Tirath Singh Rawat cabinet, Haridwar was adequately represented with two ministers. However, now that Kaushik has been inducted as a cabinet minister, there seems an apparent attempt to improve the party’s position in Haridwar which can play an important role in countering anti- incumbency factor of the hills. Kaushik’s induction is also seen as an attempt to reinforce the party’s traditional support base among Brahmin voters. His administrative experience and organisational strength are likely to make him a key pillar in the Cabinet, and he may be assigned portfolios such as culture or parliamentary affairs.
In addition, Haridwar district has received yet another representation in the form of Pradeep Batra, the Roorkee MLA who managed to become a minister despite being from a Congress DNA. He is the first MLA from Roorkee to become a minister in Uttarakhand and being a Punjabi, the party aims to appease the Punjabi voters in Udham Singh Nagar and Dehradun district as well apart from the Punjabi voters in Haridwar district. In Uttarakhand, after Tilak Raj Behad, he is the second Punjabi to become a minister. Harbans Kapoor had been made Speaker but could not become a minister in Uttarakhand though he had been a minister in undivided UP. The appointment of Pradeep Batra, MLA from Roorkee, is being viewed as an effort to consolidate support among the trader community and the Punjabi Khatri population, which has a significant presence in Udham Singh Nagar and Dehradun besides Haridwar and adjoining regions. His perceived influence over urban and business constituencies is expected to strengthen the party’s position in these segments.
An attempt to appease tribal and SC voters, particularly from Garhwal has been made by appointing Khajan Das, who originally hails from Rawai Jaunpur region and has in the past contested election and won from Dhanolti when it was a reserved constituency. Besides, this Das also provided additional representation to Dehradun in addition to Ganesh Joshi. He has been made a minister for the second time but is considered a low profile politician. Dehradun has always been very crucial for the BJP in the assembly elections and here with the exception of one assembly elections, the party has performed rather well but it has been underrepresented in the current cabinet particularly after the resignation of Prem Chand Aggarwal. This time, the party has chosen both the ministers from Dehradun from Pahari background instead of choosing someone from Punjabi or Vaishya background.
The Dhami government’s stability signal comes as the BJP has already positioned Dhami as Chief Minister twice in Uttarakhand, sending a distinct political message. The cabinet expansion now strengthens him further. While governments typically head towards major changes before elections, this decision indicates confidence in the leadership and working style. The expansion shows the government’s faith in continuity rather than change. The central government is also pursuing a strategy to carry forward the state’s work so far. This effort aims to maintain administrative stability while delivering a political message.
Discussions intensify on central support and coordination, with political circles viewing this decision as evidence of better synergy between the Centre and the state. Strategies formulated at the central level under the leadership of Prime Minister Narendra Modi and Home Minister Amit Shah are implemented accordingly in the states.
The cabinet expansion comes after 4 long years of wait of not only the public but also of BJP MLAs. According to observers, the ministers inducted into the Dhami Cabinet are largely experienced leaders with a strong grassroots presence. Names such as Madan Kaushik, Ram Singh Kaira, Khajan Das and Pradeep Batra had already been in discussion prior to the expansion. Through this exercise, the BJP appears to have attempted a careful balancing act between the hills and the plains, as well as between the Kumaon and Garhwal regions.
The inclusion of Bharat Singh Chaudhary from the Rudraprayag Assembly constituency is being seen as a strategic move to strengthen outreach in the hill regions of the Garhwal division. Belonging to the Rajput community, considered an influential segment in Uttarakhand politics, his induction is expected to send a message of greater representation to the hill populace, where concerns over development and employment have persisted. It is also being speculated that he may be entrusted with portfolios such as rural development, disaster management or public works, which have a direct bearing on hill areas.
In the Kumaon region, the inclusion of Ram Singh Kaira, MLA from Bhimtal in Nainital district, is being viewed as an effort to strengthen representation of the region while also addressing the Other Backward Classes (OBC) equation. After Chandan Ramdas’s passing away, it was believed that Kumaon is under represented in Dhami cabinet. Saurabh Bahuguna represents Sitarganj in district Udham Singh Nagar but he hails from Pauri district in Garhwal. Maintaining political balance in Kumaon has often been a challenge, and his induction is expected to reinforce the government’s outreach in the region.
Overall, the cabinet expansion appears to be a strategic exercise aimed at achieving a balance between regional aspirations and social representation, as the ruling party prepares for the electoral contest in 2027.
