Govt orders transparent contract guidelines for outsourced UPNL personnel

Dehradun, 2 Apr: The state government has directed all the departments to ensure transparent and standardised contractual arrangements for outsourced personnel engaged through UPNL (Uttarakhand Purv Sainik Kalyan Nigam Limited). The Personnel and Vigilance Section of the state administration has issued necessary instructions to departments, mandating that agreements with outsourced staff be formalised in a clear and transparent manner.

In a letter issued by Joint Secretary Rajendra Singh Patial, it was stated that this step has been taken in compliance with the directions of the Uttarakhand High Court. It may be recalled that the court had earlier emphasised the need for clarity in agreements between outsourced personnel and the departments hiring them, ensuring transparency in terms of service conditions, remuneration and responsibilities.

According to the government order (GO), payments to personnel will be made directly through the departments concerned and the terms of the contract between the department and the personnel will be clearly defined. For this purpose, a standard contract format has also been prepared, which all the hiring departments are required to adopt uniformly.

The order further instructs all Principal Secretaries, Secretaries, Divisional Commissioners, Heads of Departments and the District Magistrates to take necessary action at their respective levels in accordance with the provisions of the government directive. This initiative is aimed at strengthening accountability and ensuring that outsourced employees working through UPNL have well-defined service conditions, thereby promoting transparency and fairness across the state’s administrative framework.
