DEHRADUN, 12 June: Three persons including an architect have been arrested in Dehradun in connection with a fraud land deal worth Rs 5 crore, police said on Wednesday.
On June 10, plaintiff Rakesh Batta resident of 19 Mahant Road, Laxman Chowk, Dehradun filed a complaint at Rajpur police station that Girish Kotiyal, Dinesh Kumar Agarwal (senior architect) and Rajiv Kumar showed him a plot (677.25 sq.m. Mauja Dhauran Khas) situated at Rajpur Road, which was worth about Rs 5 crore.
The three persons, who have since been arrested, told the plaintiff that the property belongs to a person named Arshad Qayyum who is their acquaintance. The trio said they will talk to said property owner and get the plot registered in the name of the plaintiff.
A meeting of the plaintiff with a person named Arshad Qayyum was arranged. On the basis of forged documents, the accused cheated the plaintiff and made an agreement with him and took Rs 55 lakh in the account and Rs 25 lakh in cash in the name of Arshad Qayyum.
When Batta reached the plot to take its possession, he was shocked to find some other person who identified himself as Arshad Qayyum present there. This Qayyum also showed the papers of his property and said that the said property was his.
On which the plaintiff came to know about the fraud committed with him. On the basis of the complaint, an FIR No. 132/2024 under sections 419/420/467/468/471/120B IPC was registered in Rajpur police station and investigation was started.
During the investigation it came to light that Girish Kothiyal, Dinesh Agarwal, Rajiv Kumar and a fourth person identified as Imam and fake Arshad Qayyum carried out the scam under an organized conspiracy and in return a cheque of Rs 2 crore and Rs 80 lakh were received from the plaintiff Rakesh Batta.
On the basis of evidence, three accused Girish Kothiyal, Dinesh Agarwal and Rajiv Kumar were arrested. Teams have been formed and dispatched on the instructions of SSP Dehradun Ajai Singh to arrest accused Imam and fake Arshad Qayyum wanted in the case.
During interrogation of the accused, they admitted that they had received information about a land in Dhoran Khas, which was in the name of Arshad Qayyum, a resident of Bhadohi, in UP and whose value was about Rs 5 crore.
With the dubious intention, the accused searched for another person named Arshad Qayyum, the real heir of that property. Accused Dinesh Agarwal had a person named Imam living with him who claimed to be a resident of Sikroda Bhagwanpur. Imam told that a person named Arshad Qayyum lives in Bhagwanpur, with whom he can make a fraud deal. After that all the accused met at Dinesh Agarwal’s house and informed the fake Arshad Qayyum about the whole plan. After that all the accused arranged a meeting of fake Arshad Qayyum with plaintiff Rakesh Batta at a hotel and convinced the plaintiff that he is the real Arshad Qayyum. Then the accused made a deal of that property with the plaintiff and took Rs 80 lakh in cash and in bank accounts and two cheques of Rs 2 crore from him in lieu of that, the remaining amount was decided to be given on the day of registration.
Two cases of fraud are registered against accused Rajiv Kumar in Rajpur police station, criminal history of other accused is being investigated.
The three main accused are: 1. Girish Kothiyal son of late Chandramani resident of Haripur Nawada Thana Nehru Colony, Dehradun, age 43 years; 2. Dinesh Agarwal son of Jairam Agarwal resident of Race Course Thana Kotwali, Dehradun, age 67 years; and 3. Rajiv Kumar son of Dataram resident of village Raoti Thana Himpur District Bijnor, Uttar Pradesh, age 52 years.
