10 major proposals approved by Dhami cabinet

Dehradun, 11 Sep: Uttarakhand Cabinet headed by Chief Minister Pushkar Singh Dhami today took 10 major decisions, including a significant increase in the monthly stipend of MBBS interns in government medical colleges, revision of fees for government advocates and creation of 33 posts of Assistant Teacher (Physical Education) to facilitate out-of-turn appointment of sportspersons. Director General, Information, Banshidhar Tiwari briefed the media about the Cabinet decisions after the meeting.
One of the key decisions was to increase the monthly stipend of MBBS interns in the state’s five government medical colleges from Rs 17,000 to a minimum of Rs 25,000. The five colleges are located in Srinagar, Haldwani, Dehradun, Haridwar and Almora and offer MBBS as well as postgraduate courses. The government said the decision was aimed at strengthening the availability of healthcare services, particularly in difficult and remote areas of the state, and encouraging medical professionals to serve in the state health system. It may be recalled that medical interns were on strike in persuasion of hike in stipend for them and their strike had severely affected the delivery of medical services across all government medical colleges and hospitals in the state during past few days.
In another significant decision, the Cabinet also approved revision of the fee rates payable to government advocates engaged in the Supreme Court, Uttarakhand High Court at Nainital and subordinate courts and offices in the state. The revision has been approved on the basis of recommendations of a seven-member review committee constituted under the chairmanship of the Chief Secretary. The decision is expected to revise the remuneration of government lawyers handling cases on behalf of the state before various courts.
In another important decision relating to sports and employment, the Cabinet today approved the creation of 33 posts of Additional Assistant Teacher, Physical Education, in the Secondary Education Department. The decision involves earmarking 33 posts from the existing 1,898 sanctioned posts of Assistant Teacher, Physical Education, at Level-7 and creating 33 posts of Additional Assistant Teacher, Physical Education, at Level-6.
The Cabinet also approved the appointment of medal-winning sportspersons to a total of 243 posts under various departments for out-of-turn employment under the Uttarakhand Sports Policy, 2021. The policy provides for out-of-turn appointments to medal winners at international and national-level competitions in gazetted and non-gazetted posts.
The Cabinet approved amendments to the Uttarakhand Prisons Administration and Correctional Services Group ‘A’ and ‘B’ Service Rules, 2026. The amendment will facilitate the incorporation of a newly created post of Additional Inspector General of Prisons in the cadre structure of the corrective wing under the Prisons Department.
In another decision concerning Mussoorie, the Cabinet has allowed the Tourism Department to lease out 972 square metres of land to Garhwal Sabha Mussoorie. The land is equivalent to the area earlier leased to the Sabha and is part of the land purchased for parking by the Garhwal Mandal Vikas Nigam in Mussoorie. The decision is linked to land requirements for the upper terminal point and parking facility of the proposed ropeway project between Purukul village in Dehradun and Library Chowk in Mussoorie.
The Cabinet also decided to allocate 15 acres of identified land near the Employees’ State Insurance Corporation hospital in Haridwar for construction of an ESI facility.
The Cabinet also approved the promulgation of the Uttarakhand Legal Metrology (Enforcement) (Amendment) Rules, 2026. The amendment has been proposed in line with the Centre’s Deregulation Phase-11 reform programme under the Ease of Doing Business and Trust Based Regulatory Framework. The move follows amendments made by the Central Government to simplify the licensing process for weights and measures under the Legal Metrology Act, 2009. The amended provisions have been made applicable across the country from May 1, 2026, and the state rules have now been aligned accordingly.
Two decisions taken by the Cabinet concern the Uttarakhand Electricity Regulatory Commission. The Cabinet approved the proposal to place the Commission’s annual report for 2024-25 before the state Legislative Assembly during its forthcoming session, in compliance with Section 105 of the Electricity Act, 2003. It also approved the proposal to place the Commission’s annual accounts statement for 2024-25 before the Assembly in accordance with Section 104(4) of the Act.
