Dehradun, 24 Oct: The Dehradun Municipal Corporation (Doon Nagar Nigam) organised a special registration camp for Bulk Waste Generators (BWGs) at its office premises here today, in compliance with the directions of the Supreme Court and the instructions of the District Magistrate, Dehradun. The camp, which began at 11 am, was aimed at creating awareness among commercial and institutional establishments about the provisions of the Solid Waste Management Rules, 2026, ensuring the registration of eligible bulk waste generators and promoting compliance with prescribed solid waste management standards.
Representatives of around 50 establishments from across Dehradun participated in the camp. These included hotels, malls, banquet halls, banks and other commercial and institutional establishments. Following scrutiny of the details and supporting documents submitted by the participants, seven establishments were successfully registered as Bulk Waste Generators.
During the camp, the Swachh Bharat Mission (SBM) team of the municipal corporation provided detailed information about the key provisions of the Solid Waste Management Rules, 2026, and the responsibilities of bulk waste generators under the new regulatory framework. The representatives were informed about the importance of ensuring scientific and systematic management of solid waste, segregation of waste at source and making appropriate arrangements for its collection, processing and disposal.
In addition, the establishments were also apprised of the statutory obligations applicable to bulk waste generators and of the need to complete registration and ensure compliance in accordance with the prescribed procedures. The emphasis was laid on making commercial and institutional establishments aware of their responsibilities and ensuring that waste management practices conform to the stipulated standards.
The experts present at the camp explained the functioning of the Central Pollution Control Board (CPCB) portal, the registration procedure and the eligibility criteria for categorisation as bulk waste generators. Guidance was also provided on determining the eligibility of establishments on the basis of the three prescribed criteria applicable to the BWG category.
After examining the information and supporting documents submitted by the establishments, seven eligible bulk waste generators were successfully registered on the CPCB portal. The other participants were also provided with information regarding the registration procedure, the documents required and the compliance obligations under the applicable rules.
The Nagar Nigam also clarified the procedure for establishments which had declared themselves ineligible for classification as bulk waste generators. Representatives of establishments which had submitted Self-Declaration Forms stating that they did not fall under the BWG category were informed that the Corporation’s expert team would conduct physical inspections of their premises to verify the information furnished by them.
The proposed inspections will seek to establish whether the declarations submitted by these establishments correspond with the actual ground situation and whether they meet the prescribed eligibility criteria for classification as bulk waste generators. Their final categorisation and any further action required under the rules will be determined on the basis of the findings of these inspections.
Later, the municipal officials shared that the registration camp is part of the Dehradun Municipal Corporation’s efforts to strengthen the city’s solid waste management system and make it more effective, transparent and systematic. Through this initiative, the Corporation is seeking to sensitise commercial and institutional establishments about their statutory responsibilities, facilitate the registration of eligible bulk waste generators and verify the information furnished by establishments claiming exemption from the category.
The Nagar Nigam is also undertaking necessary measures to ensure the effective implementation of the Solid Waste Management Rules, 2026, in compliance with the directions of the Supreme Court and the District Magistrate. It aims to strengthen accountability among all concerned establishments and stakeholders through active participation, with particular emphasis on segregation of waste at source, scientific processing and disposal of waste, and improvement of the city’s overall sanitation system.
