Dehradun, 21 Oct: Dehradun Police have registered a case against three individuals in connection with alleged fraud and criminal conspiracy involving land transactions worth crores of rupees in Doom village, under the Rajpur police station area of Dehradun. The action follows a complaint submitted to the Senior Superintendent of Police (SSP), Dehradun, against Sardar Harjinder Pal Singh Banga, Parmeet Singh alias Pammi, and Kunwar Javed Rao.
The complaint, submitted by Ankit Agarwal, a resident of Peepal Mandi, Dehradun, through Supreme Court advocate Dr Nitin Kumar Gupta, alleges that the original landowner, Harjinder Pal Singh Banga, executed sale deeds in favour of several buyers after receiving payments through bank transfers via RTGS. However, it is alleged that he subsequently executed a General Power of Attorney in favour of Kunwar Javed Rao, following which the same plots of land were allegedly transacted again in favour of other buyers. This reportedly led to disputes over the property rights of several purchasers. The complainants have further alleged that they are now being pressured to sell back the land they had purchased.
According to the complaint, an FIR has already been registered with the Economic Offences Wing (EOW) of Delhi Police at Mandir Marg in connection with the matter. The complainant states that the case involves details of approximately 43 sale deeds and the buyers concerned, with Kunwar Javed Rao named as the principal accused. The complaint also raises concerns that the scope of the investigation may remain limited if the role of the original landowner and other individuals allegedly involved is not examined adequately.
The complainants maintain that the disputed plots of land, documents held by the relevant Sub-Registrar’s Office, revenue records, witnesses and most of the buyers are located within Dehradun district. Referring to land records, including Khasra Nos. 325, 343, 368 and 370, the complaint states that the buyers are facing unnecessary hardship due to repeated summons to appear before the Delhi Economic Offences Wing.
The affected buyers have sought a thorough investigation into all relevant sale deeds, powers of attorney, banking transactions and revenue records to establish the facts surrounding the alleged duplicate land transactions and safeguard the interests of the purchasers.
Following the registration of the case, the Dehradun Police investigation is expected to examine the respective roles of the parties involved in the land transactions, execution of the powers of attorney and subsequent alleged deals. The allegations made in the complaint remain subject to verification through the investigation and examination of relevant records.
