Dehradun 27 Aug: The State Government has issued an order to all the departments directing strict adherence to the Confirmation Rules, 2002, and ensuring that confirmation orders for eligible government employees are issued without delay.
In an official order, Secretary, Personnel, Shailesh Bagoli has instructed all the principal secretaries, secretaries, heads of departments, heads of offices, the divisional commissioners, and the district magistrates to ensure that confirmation orders are issued in a time bound manner for the eligible employees under their jurisdiction who have successfully completed their probation, whose probation period has not been extended, and who meet all the requisite qualifications as stipulated under the Confirmation Rules, 2002.
The order further emphasises that, in cases where employees have already been promoted within their departmental cadres but have not received formal confirmation orders, such cases must be reviewed forthwith and confirmation orders issued in accordance with the rules.
Bagoli noted that the government has observed a recurring lapse across various departments wherein confirmation orders are not being issued even after employees have completed their prescribed probation and have been promoted to higher posts. He further observed that this administrative oversight is resulting in complications related to service benefits, pay protection, pension entitlements, and other service-related matters, thereby giving rise to avoidable legal disputes.
He insisted that such delays and procedural lapses undermine the principles of a law-abiding and disciplined public administration. In light of these concerns, it is imperative that all departments ensure strict compliance with the Confirmation Rules, 2002, and accord priority to issuing confirmation orders in a timely and transparent manner, asserted.
