Govt to hold one-day special session of State Assembly on 28 Apr

Dehradun, 22 Apr: As was being speculated in political circles for the past few days, the Pushkar Singh Dhami Government has summoned a one-day special session of the state assembly. The special session is to be held on 28 April.  According to sources in the government, the administration has begun all the necessary preparations to host the one day special session in Dehradun. Sources claimed that a government will bring in a censure motion for discussion on this occasion.

According to official information, the government has issued directions to all departments concerned and senior officials to complete the required formalities in a time-bound manner. The process of appointing nodal officers has also been set in motion to oversee various arrangements, to avoid any possible lapses during the session. Unlike regular sittings of the state assembly, this special session is expected to deviate from routine legislative business and instead focus on a specific political agenda.

The most significant aspect of the proposed session is the likelihood of the government moving a censure motion in the House. The proposed censure motion is being viewed as a politically sensitive move, reflecting the prevailing circumstances in both the state and national political landscape. Through such a motion, the government is expected to articulate its position on key issues including the Women Reservation Law and seek to corner the Opposition on matters it considers crucial.

It may be reminded that the development comes in the backdrop of the recent controversy surrounding the amended Women’s Reservation Bill, which has not been passed in Parliament. The Bharatiya Janata Party has been consistently criticising the opposition over the issue, alleging that the failure to pass the legislation reflects an anti-women stance. Both at the Centre and in the state, the BJP has sought to build a narrative around the issue, and the forthcoming special session is being seen as an extension of that political strategy.

Observers believe that the Uttarakhand government may use the platform of the House to reinforce its stand on the Women’s Reservation issue and intensify its attack on the opposition. At the same time, the Opposition is also expected to seize the opportunity to raise counter-arguments and question the government’s policies and intent. Given the charged atmosphere, the session is likely to witness sharp exchanges and heated debates within the House. The Opposition is likely to defend its decision to oppose the bill recently tabled in the Parliament on the basis of no provision of reservation under categories of SC/ST and OBC.

While the government aims to use the censure motion to assert its political stance, the opposition will view it as an opportunity to demonstrate its strength and articulate its perspective. All eyes are now on the proceedings of the House, as the outcome of this session could have a bearing on the evolving political dynamics in Uttarakhand, particularly in the context of the ongoing debate over the amendment bill on Women’s Reservation.

On the administrative front, preparations have been expedited, with clear instructions issued regarding security, coordination and overall arrangements. Considering the brief yet crucial nature of the session, the authorities are focusing on ensuring that all arrangements are in place well in advance.
