‘4 Saal Bemisal’ programme held at Parade Ground

Dehradun, 23 Mar: Chief Minister Pushkar Singh Dhami addressed the “4 Saal Bemisal” programme held at the Parade Ground on Monday to mark the completion of four years of his government. He also inaugurated and laid the foundation stone for various development projects.

The Chief Minister, while extending his greetings to the people of the state on Navratri, said that four years ago, the people of the state shattered all myths and gave him the opportunity to serve the state once again. Subsequently, during his swearing-in ceremony on this very ground, he pledged to restore the glory of Devbhoomi, as envisioned by the statehood agitators. Now, four years later, he can proudly say that that pledge is rapidly moving towards fulfillment.

Chief Minister Pushkar Singh Dhami recalled that, in 2021, Prime Minister Narendra Modi had said at Baba Kedarnath dham that “the third decade of the 21st century would be that of Uttarakhand”. Therefore, the state government is working with resolve to fulfill these words of the Prime Minister. He said that, under the Prime Minister’s able leadership, the state government has strived to raise the standard of living of citizens by strengthening road, education, health, rail, and air connectivity in the last four years. He also presented a vision for the overall development of the state through various policies and schemes. Due to these efforts, the state has witnessed many historic achievements in the last four years that were considered impossible for any small state. The Chief Minister said that, for the first time, meetings of a global conference like the G-20 were successfully organised in the state, and the National Games were also grandly held. Furthermore, for the first time, Uttarakhand hosted the Global Investment Summit, which received investment proposals worth over Rs 3.76 lakh crore, of which investments worth over Rs 1 lakh crore were approved and implemented.

Presenting the government’s progress report, Chief Minister Pushkar Singh Dhami said that the state’s economy has grown by more than one and a half times in the last four years, and in the past one year, the state’s GSDP has increased by 7.23 percent, and per capita income has also increased by 41 percent. During this period, more than 20,000 new industries have been established in the state, while the number of start-ups has increased from 700 to 1,750. Furthermore, more than 265,000 mothers and sisters have become ‘lakhpatis’ during this period. Due to the state government’s continuous efforts, reverse migration has increased by 44 percent.

The Chief Minister also praised the state government’s efforts, stating that Uttarakhand’s first place in the Sustainable Development Goals Index for the year 2023-24, released by NITI Aayog, is a testament to their efforts. Uttarakhand has also been ranked as an Achiever in the Ease of Doing Business and a Leader in the Startup Ranking. It also ranked second among Himalayan states in the India Innovation Index report released by NITI Aayog. For the past four consecutive years, Uttarakhand has been honoured as the “Most Film-Friendly State” in the country. The Chief Minister noted that Uttarakhand has also received numerous awards in several national indices, including the National Logistics Index, State Startup Ecosystem, and State Energy and Green Index. The state has also been ranked second nationwide in the “State Mining Readiness Index” released by the central government for its reforms in the mining sector, and has also been awarded a prize of Rs 200 crore. He stated that as a result of the government’s strict and transparent decisions, the state is generating significantly more revenue from departments like excise and mining than before.
Chief Minister Pushkar Singh Dhami stated that the state government is working tirelessly with full commitment to transform Dehradun into a modern and developed city. Today, Dehradun is working on various development projects worth over 1,400 crore rupees. The Chief Minister noted that during previous governments, only announcements were made, and only 15 paise of every 1 rupee sent from the central government reached the people. However, today, Prime Minister Narendra Modi has ushered in a new work culture in the country, eliminating brokers and middlemen from the governance system. Therefore, every project the state government lays the foundation stone for is completed within the stipulated time and inaugurated.
Chief Minister Pushkar Singh Dhami said that, previously, the dreams of talented youth in the state were shattered due to cheating and paper leaks. Therefore, to curb those who jeopardise the future of youth, the state government enacted a strict anti-cheating law. As a result, over 30,000 youth in the state have secured government jobs in the last four and a half years. Today, more than 100 counterfeit mafia are in jail. The Chief Minister said that in the past, only small-time criminals were prosecuted in corruption cases in the state. However, today, even major criminals are being arrested. The Chief Minister stated that the state government is striving to preserve the divinity of the land of the Gods
and its demography. To this end, strict anti-conversion and anti-riot laws have been implemented in the state. He stated that the state government has taken strict action, freeing more than 12,000 acres of government land and conducting Operation Kalanemi against those who defraud people in disguise. He stated that the state government has implemented the Uniform Civil Code, a law that has been universally appreciated by nationalist thinkers across the country. The Chief Minister stated that, starting in July this year, all madrasas in Uttarakhand will only teach curriculum approved by the government board.
Earlier, the Chief Minister participated in a road show from Kanak Chowk to the venue and also visited exhibitions put up by various departments. Cabinet Ministers Subodh Uniyal, Ganesh Joshi, Khajan Das, Ram Singh Kaida, Rajya Sabha MP Naresh Bansal, Mayor Saurabh Thapliyal, MLAs Sahdev Pundir, Umesh Sharma Kau, Vinod Chamoli, Savita Kapoor, Munna Singh Chauhan, Brijbhushan Gairola, Chief Secretary Anand Vardhan, Director General, Police, Deepam Seth, Principal Secretaries Dr RK Sudhanshu, L Fanai, Dr R Meenakshi Sundaram, Secretary SN Pandey and Commissioner, Garhwal, Vinay Shankar Pandey, and Dehradun District Magistrate Savin Bansal were present at the function.
