Dehradun, 12 Aug: Union Education Minister Pralhad Joshi today congratulated Chief Minister Pushkar Singh Dhami and the people of Uttarakhand on the state being declared ‘fully literate’ under the ULLAS–Nav Bharat Saksharta Programme. It may be pointed out here that Uttarakhand had achieved this distinction on 8 July 2026.

In a congratulatory letter to the CM, Joshi said the achievement reflects visionary leadership, administrative commitment and collective effort of the people. He noted that despite difficult geographical conditions, Uttarakhand has set an inspiring example before the nation by attaining full literacy.

The Education Minister also added that, while Samagra Shiksha strengthens school education from early childhood to Class 12 by ensuring access, equity and quality, ULLAS empowers adult learners who missed formal education by providing them with basic literacy, life skills and digital competence. He expressed confidence that Uttarakhand’s success would inspire other states and union territories to accelerate their efforts towards inclusive and equitable literacy.

Joshi praised Dhami’s leadership, stating that through continuous education, life skills and vocational training, the empowerment of newly literate citizens will play a vital role in advancing the objectives of the National Education Policy 2020.

Expressing gratitude, Dhami said that becoming a fully literate state is a matter of pride for Uttarakhand. He emphasised that the achievement is the result of collective commitment and public participation involving the state government, education department officials, teachers, volunteers and citizens. He added that the government’s goal goes beyond literacy, aiming to provide every citizen with quality education, digital literacy and lifelong learning opportunities.
