Dehradun, 19 Jul: The much-anticipated Rishikesh-Karnprayag rail project in Uttarakhand is not only a transportation system-transformation project, but it is also considered a new direction for the economic and social future of the mountains. Now that most of the work on this ambitious rail project has reached its final stages, the state government is moving towards reviewing the restrictions imposed for safety reasons during construction.
On the instructions of Chief Minister Pushkar Singh Dhami, the Housing Department has initiated the process of reviewing the 400-metre restriction in the Railway Free Zone. Housing Secretary Dr R Rajesh Kumar has directed the associated District Magistrates and departmental officials to prepare a detailed report. The government’s aim is to identify areas where the railway track and related construction work is nearly complete and where development activities can be permitted in a phased manner. This initiative is not merely an administrative decision, but also addresses the hopes of thousands of people who have been affected by restrictions on tourism, residential, and commercial activities for the past several years.
The Rishikesh-Karnprayag rail project is one of the most challenging mountain rail projects in the country. Giving top priority to safety during the project’s construction, the Uttarakhand government declared various areas along the railway corridor as freeze zones on 9 January 2024. Construction activities were banned within a radius of 400 metres from the railway project boundary in areas such as Rishikesh, Shivpuri, Vyasi, Sirala, Tilwad Malla, Maletha, Srinagar, Dharidevi, Tilni, Gholtir, and Gauchar. This was intended to ensure that uncontrolled construction work did not adversely impact the project’s safety, tunnels, and other technical infrastructure. These restrictions played a crucial role in ensuring the project’s safe progress, but over time, their local impacts also began to emerge. In many locations, hotels, homestays, resorts, residential buildings, and commercial projects came to a standstill.
The new measure could provide a new impetus to tourism and investment.
A large part of Uttarakhand’s economy is based on tourism. The areas of the Garhwal Division, particularly those through which the rail project passes, are important centres of religious and natural tourism. Consequently, the review of freeze zone restrictions is being seen as a positive sign for local development. The government has been receiving repeated suggestions from various districts that, with most of the railway track work completed, the current system is now hindering development activities. Keeping this in mind, the Housing Department has initiated a ground-level assessment of the situation. If restrictions are partially relaxed in accordance with technical testing and safety standards, it could pave the way for the development of hotels, resorts, homestays, residential colonies, and commercial establishments along the railway corridor. This will encourage private investment and increase employment and self-employment opportunities for local youth. The number of tourists in these areas will increase significantly after rail connectivity is established. Therefore, the development of tourism-based infrastructure is the need of the hour. The freeze zone review could prove to be an important step in this direction.
Striving to balance public interest and safety,
the state government has made it clear that no relief will be granted at the expense of railway safety. This is why the review process is being carried out with utmost caution at both the technical and administrative levels. Under the direction of Dr R Rajesh Kumar, districts are being asked to identify areas where railway construction is nearly complete and where development activities can be permitted in a controlled and safe manner. All technical aspects, geological conditions, and safety standards related to railways will also be examined. The government’s intention is not simply to lift restrictions, but to develop a balanced system that protects the long-term interests of the railway project and ensures the benefits of development for local citizens. The Rishikesh-Karnprayag rail project, which could provide a new impetus to the mountain economy, is considered a game-changer in Uttarakhand’s development journey. While rail connectivity will provide a new impetus to the Chardham Yatra and tourism, the economic activities developing around it can also transform the state. This freeze zone review initiative is part of the Dhami government’s broader vision to accelerate development, investment, and employment, while prioritizing local needs. If the proposal receives final approval, it will accelerate long-stalled development plans and create a favorable investment environment in areas along the railway corridor.
According to Dr R Rajesh Kumar, Housing Secretary, “On the instructions of Chief Minister Pushkar Singh Dhami, the restrictions imposed in the Railway Freeze Zone are being reviewed. Where the railway project work is almost complete, the situation is being assessed at the technical and administrative levels. Our effort is to provide better development opportunities to local citizens, entrepreneurs, and investors without compromising on railway safety and technical standards. Practical solutions will be developed, giving equal priority to both public interest and project interest.”
