CM directs greater accountability in resolving public grievances

Dehradun, 19 Mar: Chief Minister Pushkar Singh Dhami today held a virtual meeting of the CM Helpline from New Delhi. During the meeting, he emphasised the need for strict accountability in resolving complaints registered on CM Helpline 1905. He today warned that officers failing to address grievances in a timely manner will face consequences and added that show-cause notices will be issued to those with a high number of pending cases.

Dhami stressed that stringent action will be taken against officials found to be negligent. He directed that the department heads must ensure that all personnel’s dues are cleared within a month of retirement. The CM reiterated that the government belongs to the people, making the swift resolution of public grievances a priority. Expressing dissatisfaction with delays in resolving complaints in certain departments like Revenue, Forest, and Education, he directed that explanation be sought from officials responsible for long-pending cases. District magistrates were also directed to closely monitor revenue related complaints, while areas with a high volume of grievances must be analysed to identify root causes and formulate effective future strategies. He urged all officials to address problems at the appropriate level and stressed on greater accountability for unnecessary escalations.

To encourage efficiency, Dhami suggested recognising officers who promptly resolve complaints received through CM Helpline. Noting the rise in complaints regarding water supply, he instructed officials to take proactive measures to ensure a seamless supply during the summer months. Departments were also directed to conduct special campaigns to resolve cases pending for over 180 days.

During the review meeting, the CM also personally addressed five public grievances and issued directives for their swift resolution. Lakshmi Devi from Uttarkashi shared that her deceased father worked in the Education Department, and that her mother receives a pension. Dependent on her mother, she had applied for a family pension as a nominee. Despite completing all formalities, her case remains pending with the Additional Director in Pauri. The Chief Minister directed the Education Department to resolve her issue within three days.

Jagadamba Prasad Nautiyal from Rudraprayag complained about non-payment of his medical bills by the Education Department despite repeated appeals. The CM instructed the department to promptly examine and resolve the matter, issuing a show-cause notice to the responsible official.

Bahadur Singh Bisht from Nainital shared that he retired as Assistant Development Officer in the Horticulture Department on 31 December 2023, he has yet to receive 10 percent of his GPF amount. The Chief Minister directed the Horticulture and Finance Departments to expedite his remaining payment and ensure timely disbursal of dues in the future.

Jagdish Karki from Bageshwar took a loan under the Pradhan Mantri Gramodaya Yojana in 2019 for a tent house but has not received the subsidy from the Industry Department. The delay has led to financial difficulties as loan instalments are being deducted. The CM instructed the District Magistrate of Bageshwar to ensure the subsidy is granted and paid to the complainant within a week.

Virat from Dehradun shared he has complained about illegal mining and deforestation by land mafia, which has caused environmental damage. He also shared that he is being threatened by these groups. The CM directed the Forest Department to take immediate action and instructed the SSP of Dehradun to address the threats seriously.

The review was attended by Chief Secretary Radha Raturi, Additional Chief Secretary Anand Bardhan, Principal Secretary, Justice, Pradeep Pant, Principal Secretaries L Fanai and R Meenakshi Sundaram, DGP Deepam Seth along with, various secretaries, department heads, and district magistrates. Vice-Chairperson of the State Disaster Management Authority Vinay Rohila and Principal Secretary RK Sudhanshu and Ajay Mishra joined virtually.
