ICAR reviews Administrative & Financial Matters of its Institutes

Dehradun, 30 Nov: The Indian Council of Agricultural Research (ICAR) organised the first zonal meeting of ICAR institutes at the ICAR–Indian Institute of Soil and Water Conservation (ICAR-IISWC), here, today. The meeting was chaired by Dr Mangi Lal Jat, Secretary (DARE) & Director General (ICAR), New Delhi, who reviewed the progress and achievements of the nine participating ICAR institutes. Dr Jat emphasised that ICAR institutes should foster collaboration, build synergies, nurture talent, and cultivate skills to collectively address emerging national challenges.

The deliberations focused on key administrative and financial matters, identifying operational gaps, and developing strategies to strengthen governance and enhance overall efficiency across ICAR. Dr AK Nayak, Deputy Director General (NRM), along with Assistant Directors General of various SMDs, Director (Personnel), Director (Finance), the Chief Vigilance Officer, Directors of the nine institutes, and their administrative and finance officers actively participated in the discussions.

The participating institutes were ICAR-IISWC, Dehradun (NRM); ICAR-VPKAS, Almora (Crop Sciences); ICAR-DCFR, Bhimtal (Fisheries Sciences); ICAR-CIRC, Meerut (Animal Sciences); ICAR-IIFSR, Modipuram (NRM); ICAR-IVRI, Bareilly (Animal Sciences); ICAR-CPRI, Bareilly (Animal Sciences); ICAR-CPRI, Shimla (Horticultural Sciences); ICAR-DMR, Solan (Horticultural Sciences).

During the zonal meeting, a wide range of issues – including procurement challenges, GeM-related difficulties, contractual service matters, and other administrative and financial constraints – were discussed in detail. The need for improved coordination among various ICAR divisions, as well as within institutes, was highlighted. Establishment, estate management, legal matters, and vigilance-related concerns also formed part of the agenda.

In the afternoon session, DG (ICAR) and DDG (NRM) conducted an exclusive review of ICAR-IISWC, interacting with its scientists and staff. Dr M Madhu, Director, ICAR-IISWC, presented the institute’s major achievements and progress over the past five years. The leadership provided guidance for formulating the institute’s five-year vision and future roadmap.

The meeting witnessed the participation of around 60 senior ICAR officers from New Delhi and other ICAR institutes, along with about 100 scientists and staff both off line and online, from ICAR-IISWC.
