State Universities granted full control of Samarth Portal

Dehradun, 19 Dec: The complete operational control of the integrated higher education Samarth Portal, developed by the Government of India, has been fully handed over to the State Universities. In this regard, orders have been issued by the Government. Now, State Universities will be able to conduct admissions, examinations and other academic activities for students at their own level. The responsibility for this has been entrusted to the respective Vice-Chancellors and Registrars of the universities.

Following the directions of the State’s Higher Education Minister, Dr Dhan Singh Rawat, the entire responsibility for operating the Samarth Portal has been transferred with immediate effect to the State Universities—Kumaun University, Nainital; Sri Dev Suman Uttarakhand University, Tehri; and Soban Singh Jeena University, Almora. These universities will now independently manage admissions, examinations and various academic activities for undergraduate and postgraduate classes in affiliated government colleges and university campuses. Until now, the Samarth Portal was being operated at the government level by the State Samarth Team (NEP–PMU), which caused several difficulties for students.

As per the orders issued at the government level, all State Universities will ensure time-bound operation of all modules of the Samarth Portal. Complete responsibility for portal operations will rest with the respective Vice-Chancellor and Registrar of each university and shall not be delegated to any other authority. A monthly review of the portal will be conducted, and a report will be mandatorily submitted to the Government. Before opening the portal for student admissions, the university will upload the information on its official website at least seven days in advance and will also publicise it through newspapers and electronic media. In addition, the Government will also be duly informed.

Under the Higher Education Department, only the Samarth Portal will be used in all universities and colleges. Data from all existing ERP systems/portals currently in use in universities and colleges must be mandatorily uploaded to the Samarth Portal by 31 March 2026. Thereafter, under no circumstances shall any ERP/portal other than Samarth be operated, nor shall any payment be made in this regard.

As per the government orders, all government and private universities must prepare their academic calendar and mandatorily get it approved by their Executive Council by 31 May 2026. Only thereafter shall admissions, examinations and other processes for the upcoming academic session be conducted. After admissions in each semester, universities must ensure the conduct of classes for 90 days and a minimum of 75 percent attendance for students, and the related data must be uploaded on the Samarth Portal. Until the Samarth modules are implemented in private universities, student attendance will be uploaded on the respective ERP systems, the details of which will be shared with the Government. In case attendance and class-conduct standards are not fulfilled, students will not be permitted to appear in examinations under any circumstances.

To ensure compliance with these orders, the Vice-Chancellors, Registrars, Controllers of Examinations, Principals/Directors of the concerned institutions, and the Director of Higher Education will be responsible.

“The operational rights of the Samarth Portal have been handed over to State Universities, which will benefit students. In addition, the implementation of an academic calendar in higher education institutions and the mandatory requirement of 75 percent student attendance and 90 days of classes in each semester will be ensured. Records of the same will be uploaded on the Samarth Portal,” reiterated Dr Dhan Singh Rawat, Higher Education Minister, Uttarakhand.
