Dehradun, 7 Aug: With the 2027 Uttarakhand Assembly elections gradually approaching, the Congress has suddenly stepped up its political activities across the state in an apparent bid to regain lost ground after nearly a decade out of power. As part of this renewed campaign, Congress President Mallikarjun Kharge is scheduled to visit Uttarakhand tomorrow to address a major public rally at the Ramlila Ground in Haldwani. The party is hoping that this rally would provide fresh momentum to its election campaign.
Preparations for Kharge’s proposed rally have been underway for past few days. Today, Leader of the Opposition Yashpal Arya also inspected the venue and reviewed the arrangements. Haldwani MLA Sumit Hridayesh, along with several senior Congress leaders and office-bearers, was also present during the inspection. The Congress leaders reviewed preparations relating to the stage, seating arrangements, parking, security, drinking water, traffic management and reception of workers, while responsibilities were assigned to different leaders to ensure the smooth conduct of the programme.
Speaking to media-persons after inspecting the venue, Yashpal Arya expressed confidence that the public meeting would prove to be historic. He claimed that more than 20,000 people are expected to attend the rally and that Congress workers and supporters will be arriving for the rally from different parts of Uttarakhand to participate. Arya further claimed that the people of the state have become disillusioned with the policies of the present BJP Government and are looking for political change. He asserted that the Congress has consistently raised issues concerning the people and would contest the next Assembly elections with renewed vigour. Arya further maintained that the Haldwani rally would send a strong political message and formally mark the beginning of the party’s campaign for the 2027 Uttarakhand Assembly elections.
The proposed rally assumes significance because it comes at a time when the Congress has visibly intensified its political outreach after a relatively subdued organisational presence for much of the past year. Senior party leaders have become increasingly active in the state, with public meetings and organisational programmes being planned in different regions. The party leadership appears keen to project unity and rebuild its cadre base well ahead of the Assembly elections.
The renewed campaign follows the recent visit of Leader of the Opposition in the Lok Sabha Rahul Gandhi to Dehradun, where he interacted with a gathering of young people and launched a sharp attack on both the Narendra Modi-led Central Government and the Pushkar Singh Dhami Government in Uttarakhand. During that interaction, Rahul Gandhi alleged that both the governments have failed to ensure fair and transparent competitive examinations and accused them of allowing repeated irregularities in recruitment processes, an issue that has resonated with unemployed youth in the state over the past few years. His visit was widely viewed as an attempt by the Congress to reconnect with young voters and unemployed aspirants who have been agitating over recruitment examinations and paper leak controversies.
Political observers believe that Kharge’s visit is intended to reinforce that campaign by signalling that the Congress high command is taking Uttarakhand seriously. Haldwani, being the political and commercial hub of Kumaon, has often served as an important platform for launching major election campaigns. A successful turnout at the rally would enable the Congress to claim that it has succeeded in energising its organisation ahead of the electoral contest.
However, despite its renewed activism, the Congress continues to face significant challenges in Uttarakhand. The party has struggled with organisational weakness, factionalism and repeated defections over the years, while the BJP has maintained a formidable electoral machinery and strong booth-level network across much of the state. The Congress also needs to present a clear and credible leadership narrative and convince voters that it offers a viable alternative government. Mobilising workers consistently beyond high-profile rallies and converting public discontent into electoral support will remain a major test for the party.
The BJP, on the other hand, is expected to counter the Congress campaign by highlighting the development initiatives undertaken by both the Central and State Governments under Prime Minister Narendra Modi and Chief Minister Pushkar Singh Dhami. Consequently, the coming months are likely to witness a sharp intensification of political activity in Uttarakhand as both principal parties begin positioning themselves for what promises to be another keenly contested Assembly election.
