Govt at your doorstep campaign to take off on Dec 17 for 45 days

DEHRADUN, 13 Dec: The State government will launch the “Jan Jan Ki Sarkar–Jan Jan Ke Dwar” campaign from December 17, following the directions of Chief Minister Pushkar Singh Dhami. The objective of this drive is to deliver the benefits of public welfare schemes directly to citizens at their doorsteps. The intensive 45-day campaign will be implemented through camps organised in Nyaya Panchayats and Gram Panchayats across the state, with the participation of 23 departments, including Revenue, Rural Development, Panchayati Raj, Agriculture and Social Welfare. Clear instructions have already been issued to all concerned departments for the effective execution of the programme.
In accordance with the Chief Minister’s directions, Secretary, General Administration, Vinod Kumar Suman has written to all the District Magistrates, directing them to ensure extensive publicity of Central and State government schemes and to ensure that their benefits reach the needy. From December 17 onwards for the next 45 days, camps will be organised under the “Jan Jan Ki Sarkar–Jan Jan Ke Dwar” campaign in various Nyaya Panchayats. The officers will visit rural areas within these Nyaya Panchayats and Gram Panchayats, receive applications directly from the public and ensure timely action on them.
Suman stated that the programme will be conducted at the Nyaya Panchayat level through multi-purpose camps. In cases where a Nyaya Panchayat is particularly large, it will be divided into two village segments for the purpose of organising the programme. During the camps, detailed information about the various Central and State government schemes will be provided to the people. Eligible beneficiaries present at the camps will be enrolled immediately under the relevant schemes and extended the benefits on the spot wherever possible.
After the camp, the officers will visit a nearby village, where they will assist all eligible residents of the Gram Panchayat in filling application forms for availing benefits under different schemes. Special emphasis will be placed on ensuring that every eligible resident of the Gram Panchayat is covered under all applicable schemes, so that no beneficiary is left deprived.
The District Magistrates have been instructed to ensure wide publicity of the camps through various media channels prior to their organisation. Keeping in view the availability of officers, camps are to be organised in the Nyaya Panchayats of each tehsil for at least two to three working days every week. Efforts should be made to hold a camp in at least one Nyaya Panchayat per tehsil each week across the district. The programme is mandatory and must continue for a minimum of 45 days in all Nyaya Panchayats, and if all areas cannot be covered within this period, the district administration may extend the duration of the campaign as required.
The directives also state that a pre-camp survey must be conducted by various departments to identify individuals and households that are still deprived of benefits under Central and State government schemes. During village visits following the camps, these gaps must be addressed and applications collected from all eligible persons.
The letter further mandates that the DMs must personally attend at least one camp every week, while the CDOs, ADMs or SDMs must be present at other camps. Officers of all designated departments are required to remain present at the camps, and efforts should be made to resolve public grievances on the spot as far as possible.
All types of application forms are to be made available at the village level two to three days prior to the camp to avoid inconvenience. District administrations have also been directed to prepare a weekly action plan of camps to be organised in Nyaya Panchayats and submit it to the state government, enabling surprise inspections by senior officers. After each programme, a report on its success and achievements must be shared with the media, while a weekly progress report is to be compulsorily submitted to the Chief Minister’s Office, the Chief Secretary’s Office and the General Administration Department.
