Monsoon Session of State Assembly in Gairsain

Gairsain, 22 Aug: Finance Minister Prem Chand Aggarwal tabled the first supplementary budget of the current Financial Year amounting to Rs 5,013.05 crores in the House on the second day of the Monsoon Session here today.
Of the total amount of Rs 5,013.05 crores, an amount of Rs 3,756.89 crores is related to the revenue head, while the expenditure of Rs 1,256.16 crores is under the capital head.
In the budget, a provision of Rs 1531.65 crores is related to centrally funded schemes and while an amount of Rs 273.17 crores is related to externally aided schemes.
An important provision has been made for SDRF under Disaster Management Department for an amount of Rs 718.40 crores. A provision of Rs 697.90 crores has been made under Samagra Shiskha (Integrated Education).
The government has also provided an additional amount of Rs 229.60 crores for the State Disaster Management Fund (SDMF). The State Information and Public Relations Department has been allocated an additional fund of Rs 225 crores. A provision of Rs 192 crores in externally aided schemes for strengthening urban infrastructure has been made under Urban Development. A provision of Rs 120 crore has been made for ringfencing of funds for sewerage management works of Peyjal Department.
An important provision of Rs 100.03 crores has been made as grant in aid for aided non- government colleges. An amount of Rs 50 crores has been provided to the Health Department under the Atal Ayushman Uttarakhand Scheme. In addition, an amount of Rs 100 crores has been allocated under Atal Ayushman Uttarakhand Yojana. This has been provided for Atal Aysuhman scheme for Pensioners, while an amount of Rs 40.95 crores has been provided for PM Ayushman Bharat Health scheme. An amount of Rs 96.76 crores has been provided for construction of houses for Economically Weaker Sections under Urban Development Department.
An amount of Rs 130 crores has been provided for the Vibrant Village Programme. An amount of Rs 71 crores has been provided for expansion and modernisation of fire services under the state home department.
A provision of Rs 70 crores has been made under Maternity Benefit Scheme (Pradhan Mantri Matru Vandana Yojana). An amount of Rs 69 crores is provided for construction of Unity Mall/Plaza while an amount of Rs 61 crores has been provided for UJVNL as a loan, while a similar provision has also been made as a loan to UPCL. An amount of Rs 52 crores has been provided to the Uttarakhand Investment and Infrastructure Development Fund (UIIDF)
In view of wide ranging damage of roads and culverts in the state due to heavy rains, an amount of Rs 50 crores has been provisioned for maintenance and another amount of Rs 50 crores for maintenance of PMGSY roads and a similar amount for maintenance of NABARD funded roads or culverts. An amount of Rs 50 crores for development of Tehri lake while an amount of Rs 46 crores has been provided for ULBs and Panchayat bodies.
An amount of Rs 40 crores is provisioned under NABARD funded minor irrigation schemes while an amount of Rs 44 crores allocated under PM Janman Yojana to various related departments.
An amount of Rs 35.83 crores has been allocated under Pradhan Mantri Awas Yojana and Rs 76.22 crores under PM Shri scheme under the New Education Policy. An amount of Rs 32 crores has also been allocated for construction of Gau Sadan (cow shelters for stray cows and progeny). A provision of Rs 36.18 crores has been made under National Gram Swaraj Abhiyan, and Rs 27.58 for the Stamp and Registration Department.
The government has also made a provision of Rs 26 crores as investment in UJVNL and a similar amount of Rs 26 crores for investment in UPCL projects.
An amount of Rs 25 crores has been provided for construction of residential/non-residential buildings of the State Property Department while an amount of Rs 25 crores is for welfare of Police personnel. In tune with the announcement to set up more nursing colleges, a provision of Rs 25 crores has been made for establishment of non-residential nursing colleges. Under the cooperatives department, a provision is made of Rs 25 crores as aid to sugar mills run in the cooperatives sector. An amount 25 crores has been made under maintenance head of the irrigation department.
An amount of Rs 25 crores has been provided for protection and management of forests, while an amount of Rs 20 crores has been allocated for the Mukhyamantri Swarojgar Yojana. An amount of Rs 20 crores has been provided for Uttarakhand Climate Friendly Rainfed Agriculture Project, while an amount of Rs 15 crores has been provided as revolving fund to the Dairy Development Department. A provision of Rs 10 crores has been made for Silage and Dairy Animal Nutrition Scheme.
An amount of Rs 10 crores has been provided for establishing House of Himalayas as a strong brand. This is being strongly promoted by CM Dhami.
In view of the fact that Uttarakhand Transport Corporation operates buses in some hill routes despite incurring losses there, the government has provisioned an amount of Rs 15 crores to be given to UTC as compensation. In order to improve air connectivity in the state under Udaan, an additional amount of Rs 10 crores has been made. A provision of Rs 5 crores has been made under Chief Minister’s Udan Khatola Scheme.
An amount of Rs 7.80 crores is for the Bridge Commission, while an amount of Rs 5.75 crores has been provided for construction of a shopping complex in Kashipur.
An amount of Rs 5 crores has been provisioned for construction of Government Old Age Homes, while an amount of Rs 5 crores has been provided for operation of electric buses in Dehradun and Haridwar under PME Bus Service Scheme. A provision of Rs 5 crores has been made as a one time grant for the Ice Staking Rink in Doon. An amount of Rs 6 crores has been provided for the Chief Minister’s Women Nutrition Scheme.
