Jugran updates Primary Education Secretary on teacher vacancies

DEHRADUN, 23 Aug: Under the leadership of BJP leader Ravindra Jugran, candidates holding B Ed (Special Education) degrees for Assistant Teacher (Special Education) at the primary level met Additional Secretary for Primary Education MM Semwal, on Saturday.
Ravindra Jugran apprised the Additional Secretary that in the 2023 recruitment process for Assistant Teacher (Special Education), B Ed (Special Education) holders were excluded due to the order dated May 28, 2025. The candidates informed that although 380 posts were initially advertised, they were later reduced to 285. Despite being fully qualified, B Ed (Special Education) holders were excluded from the process, and only D Ed (Special Education) holders were considered eligible.
The candidates pointed out that as a result, nearly 80 per cent of the posts remained vacant since only about 20 per cent of D Ed (Special Education) holders applied. Ravindra Jugran further highlighted that the Supreme Court, in the case of Rajneesh Kumar Pandey vs. Government of India (October 28, 2021), had clearly directed that if sufficient D Ed  (Special Education) candidates are not available, the vacancies should be filled by B Ed  (Special Education) candidates. Similarly, the Ministry of Education, Government of India, Department of School Education & Literacy, through its order dated 10 June 2022, also made it explicit that in the absence of adequate D Ed (Special Education) candidates, B Ed (Special Education) degree holders must be included to fill the vacant posts.
The Additional Secretary adopted a positive approach and issued written instructions to his subordinates to ensure further necessary action in line with the directions of the Supreme Court and the guidelines of the Government of India.
