Khanduri urges Education Minister to order continuation of affiliation of 10 colleges with HNB Varsity

Dehradun, 30 Jun: Bharatiya Janata Party (BJP) leader Vivekanand Khanduri has sent a letter to the Education Minister, Government of India, requesting him to intervene to ensure that the affiliation of the ten state aided non government colleges of Dehradun and Garhwal region remains with the HNB Garhwal Central University. It may be recalled that the Executive Council of the University has decided to cancel the affiliation of these ten colleges with the HNB Garhwal Central University. These colleges include DAV (PG) College, DBS College and MKP (PG) College in Dehradun.

Vivekanand Khanduri sought to bring the attention of the Union Education Minister that the Executive Council of the University had in the past approved the prestigious DAV PG College, DBS College, Guru Ram Rai Degree College, MKP College, DWT College, MPG College Mussoorie, Pauri Garhwal’s Paithani Degree College, Haridwar Satikund College and BSM College Roorkee, but has now ended the affiliation with Hemwati Nandan Bahuguna Garhwal Central University Srinagar Garhwal from the academic session 2023-2024. He also pointed out to the Minister that these colleges have been asked to seek affiliation from Shri Dev Suman University. It is noteworthy that the infrastructure of some of the unaffiliated colleges is more than the infrastructure of Shri Dev Suman University. Apart from this, Shri Dev Suman University does not have Law Faculty and many other faculties.

In his letter, Khanduri has also asserted that the decision of the Executive Council of the University is in violation and contempt of the order passed by the Uttarakhand High Court dated 16 November 2021. Under this order, the High Court had invalidated the entire process of disaffiliation of colleges decided by Hemwati Nandan Bahuguna Garhwal University. The High Court has passed a clear order that the affiliation of the colleges with the Hemvati Nandan Bahuguna Garhwal Central University shall continue. In the context of non-affiliation, the High Court had ordered that the UGC Universities Affiliation Regulation of Colleges 2009 should be followed, in which there is a provision that if any college is found involved in indiscipline, action will be taken against it. Regulation of College Affiliation by UGC Universities It can be done according to the provisions given in 2009, but in that also the colleges will be given an opportunity to present their side.
The Executive Council decided to withdraw the recognition of these colleges from the academic session 2023-24. The High Court has clearly ordered that the decision of disaffiliation of colleges will be given neither by the Central Government nor by the State Government of Uttarakhand. Khanduri also pointed out that due to disaffiliation, the higher education in Garhwal region has suffered much and the future of thousands of students is stuck in balance.
Khanduri has urged the Union Education Minister to cancel the recommendation of the Executive Council of the University to terminate the affiliation of the above ten government-aided non-government colleges from the Central University in the interest of the students and continue the earlier system.
Executive Council may reconsider decision to disaffiliate 10 colleges with HNB Varsity

Dehradun, 30 Jun: Sources claimed that the Executive Council of the HNB Garhwal Central University is likely to reconsider its decision to disaffiliate 10 colleges with the university. They added that fresh meeting of the Executive Council has been summoned on 3 July where the earlier decision is likely to be reviewed and reconsidered. 
It may be recalled that BJP leader and social activist Vivekanand Khanduri who has been the President of DAV (PG) College Students Union in the past had written a letter to Prime Minister Narendra Modi, urging him to intervene in the matter and order continuation of the affiliation of the ten colleges with HNB Garhwal Central University.  The decision to disaffiliate ten colleges has caused lot of resentment among the students and others.  These colleges are DAV PG College, DBS College, Guru Ram Rai Degree College, MKP College, DWT College, MPG College Mussoorie, Pauri Garhwal’s Paithani Degree College, Haridwar Satikund College and BSM College Roorkee.
