
According to accounts emerging from the scene, a senior IPS officer, identified as IG Rajeev Swarup, was present at the establishment when the police team led by Pramod Kumar reached the bar to enforce closure. Allegations are that Swarup intervened when the police attempted to shut down the bar. This reportedly led to a situation where immediate enforcement action was stalled, raising serious concerns about the chain of command and the autonomy of field-level officers.

The incident also feeds into a larger and increasingly persistent perception within the city. While many bars and pubs in Dehradun face regular raids and inspections and are compelled to shut by 11 pm, there are allegations that a select few establishments are being given a “long rope”. Industry insiders and local observers suggest that this selective leniency is not incidental but linked to alleged intervention by senior police officers and some politicians.

The credibility of enforcement agencies rests heavily on the principle of uniform application of rules. When enforcement appears selective, it risks eroding public confidence. The notion of “Mitra Police” is premised not merely on approachability but also on fairness and accountability. Incidents such as the one in Romeo Lane threaten to dilute that image.
PHQ seeks clarification from officers on Romeo Lane bar incident
By Arun Pratap SinghGarhwal Post BureauDEHRADUN, 27 Apr: Taking a serious cognisance of reports published across various media platforms regarding the incident at a bar in Romeo Lane, Rajpur on Saturday night, the State Police Headquarters has adopted a firm stance and has sought clarification from the officers involve including from IG Garhwal Rajeev Swarup whose alleged role has been subject to wide speculation following the incident.In this connection, Additional Director General of Police (ADG) Law & Order) V Murugesan has directed Rajeev Swarup, and Pramendra Dobal, Senior Superintendent of Police, Dehradun, to clarify the entire sequence of events and submit a detailed and factual report to the Police Headquarters within 24 hours.It may be recalled that as per the reports, SP City Pramod Kumar had raided a famous bar located in Romeo Lane along Rajpur Road late on Saturday night which was open much beyond the mandated time of 11 pm. However, he was allegedly stopped from forcing the bar to close down by IG Garhwal. Finally, later on SSP Pramendra Dobal himself reached the bar and forced it to close down around 12.30 pm.It may also be added here that this incident has attracted politicians’ attention also. At a press conference held in Haldwani on Monday, State Congress Chief Ganesh Godiyal mentioned the incident and raised concern over the behaviour of senior police officers in the State. Meanwhile, Uttarakhand Jan Sangharsh Morcha’s president Raghunath Singh Negi also raised the issue at a press conference in Vikasnagar on Monday and levelled serious allegations against the police officers.
