Tenant alleges assault and wrongful eviction in apartment dispute in Doon, FIR filed

Dehradun, 20 May: A serious dispute between tenant Kabir Singh and the owners of Apartment E-502, Maxwell Residency, Sahastradhara Road, has escalated into allegations of assault, wrongful dispossession and threats to life. Kabir Singh, who has been residing in the apartment since June 2019, has claimed that he had regularly paid rent of the rented accommodation until December 2025 but he was compelled to deduct repair expenses from the rent after repeated failures by the owners Saurabh and Sudha Negi to reimburse him for urgent structural repairs and maintenance. According to Singh, he had consequently served a legal notice on 4 December 2025 to the apartment owners, citing seepage, collapsed kitchen fittings, damaged toilet walls and non-payment of society charges that led to prolonged power backup disconnections.

Singh has alleged that the owners, Saurabh and his mother Sudha Negi, had objected to his deductions and they subsequently threatened him along with RWA Secretary Navneet. On 13 May, he was allegedly warned of dire consequences including bodily harm and loss of property. On 14 May, electricity supply to the apartment was permanently disconnected. On the night of 16 May, Singh claims that Saurabh and Sudha Negi, accompanied by their lawyer Abhishek Nautiyal, family members and associates, broke into the apartment, assaulted him, seized his furniture and assets, and threw his clothes and utensils out, all in the presence of the RWA Secretary. He sought medical attention at the government hospital and attempted to lodge a complaint at IT Park police station, later filing his complaint at Rajpur police station.

Singh further alleged that on 17 May, while he was gathering his possessions, Saurabh, Sudha, Abhishek Nautiyal and several women led by Kalpana, Beena Negi and Maya alias Rajeshwari entered the apartment, assaulted him again and threatened to implicate him in false charges. He stated that his possessions were locked inside, guards refused him entry, and he was left homeless despite having paid rent and advance deposits. He accused the RWA Secretary of pressuring staff to file false complaints against him and tarnish his reputation.

Singh, who is a Member of the Management Committee of Uttarakhand Gramya Vikas Samiti under the Department of Rural Development, has appealed for justice, alleging extreme bias at the local police level and claiming that during the assault he was pinned down and taunted with remarks against the state government. He has attached photographs of his injuries, medical reports and videos as evidence.

He also shared with Garhwal Post that, initially, his complaint was not registered, but following his persistence an FIR has now been filed at Rajpur police station on his allegations of assault, wrongful eviction, dispossession of property and threats to life. Singh has urged senior authorities to intervene, protect his reputation, retrieve his possessions and ensure an impartial investigation into what he describes as a grave injustice.

Speaking to Garhwal Post, Deepak Dwivedi, Officer in charge of IT Park Chowki, confirmed that an FIR has been filed and claimed that the investigation is underway.
