Dehradun, 7 Aug: Uttarakhand Police has achieved a significant milestone in cyber-crime control, victim assistance and technology‑based policing. In the PRAGATI review meeting organised by the Prime Minister’s Office yesterday, the State/UT Performance Matrix for the period from 1 January to 31 July 2026 placed Uttarakhand among the top five states in the country for cyber-crime management.
Chief Minister Pushkar Singh Dhami has congratulated the police team, stating that this achievement reflects the state government’s work culture of simplification, resolution, disposal and satisfaction, combined with effective use of modern technology and commitment. He expressed confidence that Uttarakhand Police will continue to work with the same dedication towards controlling cyber-crimes, ensuring digital security for citizens and building a safe cyber ecosystem.
The evaluation of states and union territories was conducted by the Ministry of Home Affairs through the Indian Cyber Crime Coordination Centre (I4C), based on the effective implementation of national cyber initiatives. Key parameters included the establishment of S4C, e‑Zero FIR, Grievance Redressal Module (GRM), Money Restoration Module (MRM), Sahyog Portal, Samanvaya, information sharing, CIAR compliance, CyTrain capacity building, national cyber hotspot analysis and cyber awareness campaigns. Uttarakhand’s performance has been found to be highly effective on most parameters, particularly in the establishment of S4C, implementation of e‑Zero FIR, GRM, MRM, Sahyog Portal, Samanvaya and awareness drives, securing its place among the top five states nationally.
Director General of Police Uttarakhand Deepam Seth observed today that securing a place among the country’s top five states in cyber-crime management is a matter of pride and satisfaction for the state police force. He credited the achievement to the guidance of the state government and the coordinated, technology‑driven efforts of Uttarakhand Police, STF and all the related units. He emphasised that the goal is not only to control cyber-crime effectively but also to provide swift assistance to victims and ensure a safe digital environment for citizens. He added that future efforts will further strengthen the campaign against cyber-crime through advanced technology, specialised training and public awareness.
It may also be reminded here that the state has already notified the establishment of the Uttarakhand State Cyber Crime Coordination Centre (US4C), with provision for a dedicated building and infrastructure. The Special Task Force, in collaboration with I4C, is strengthening prevention, investigation, technical support, inter‑state coordination and victim assistance. Under e‑Zero FIR, nearly all eligible complaints are being registered promptly. The MRM has achieved notable success in securing and returning funds to victims of cyber fraud. Campaigns against mule bank accounts have led to identification, freezing and legal action, curbing organised cyber-crime. Effective use of GRM, Sahyog and Samanvaya portals has expedited complaint disposal, action against illegal online content and strengthened coordination between states. Modern systems have been developed for identifying and monitoring cyber-crime hotspots, while CyTrain and the Cyber Commando Programme are providing regular training and capacity building for police personnel. Statewide awareness campaigns are being conducted for students, youth, women, senior citizens and the general public.
For immediate assistance, Uttarakhand operates the 1930 national cyber helpline round the clock. Dedicated GRM and MRM teams at US4C are working continuously for quick complaint disposal, fund recovery and guidance.
Uttarakhand Police have appealed to citizens to remain vigilant against cyber fraud, never share confidential information such as OTP, UPI PIN, CVV, bank account or card details, and avoid trusting suspicious links, mobile applications or calls. Victims of cyber fraud are advised to immediately call the 1930 national cyber helpline or lodge complaints at www.cybercrime.gov.in, as timely reporting greatly increases the chances of securing and recovering funds. The police have reiterated the message: stay alert, stay safe, and remember that public awareness is the most effective protection against cyber-crime.
