Dehradun, 30 Jan: Pre-SIR activities are being carried out across Uttarakhand with the objective of strengthening voter outreach and verification. This is being done as per the guidelines laid down by Election Commission of India. Under the direction of Chief Electoral Officer (CEO) Dr BVRC Purushottam, a comprehensive Booth Level Officer (BLO) Outreach Campaign is being undertaken currently to ensure effective coordination, communication and access to every voter in the state. As part of this initiative, mapping of 75 percent of the state’s voters has been successfully completed during the first phase.
In a statement issued today, Additional Chief Electoral Officer Vijay Kumar Jogdande stated that the entire election machinery, including the BLOs and Electoral Registration Officers, has enthusiastically achieved this milestone across all 70 Assembly constituencies of the state.
The second phase of the BLO Outreach Campaign is scheduled to begin from 1 February and will continue until 15 February 2026. This phase will place special emphasis on connecting with youth and women voters across Uttarakhand in order to ensure their effective participation in the electoral process.
Jogdande further explained that during the Pre-SIR phase, voters already registered in the electoral rolls are being mapped with reference to the 2003 voter list. He appealed to the citizens to extend full cooperation to the BLOs engaged in this exercise. He also shared that for the convenience of the public, the 2003 voter list has been uploaded on the official website of the Chief Electoral Officer, Uttarakhand, at ceo.uk.gov.in. Voters can access details such as their voter serial number and booth number by searching for their Assembly constituency, their own name, or the name of their father or husband. A facility has also been provided to search electoral roll details by street names, localities and specific areas.
Referring to the involvement of political organisations, the Additional Chief Electoral Officer said that all recognised national political parties have been requested to appoint their respective Booth Level Agents (BLAs). At present, 12,070 Booth Level Agents have been appointed across the state. He urged political parties to expedite the appointment of remaining agents in order to achieve complete coverage.

Garhwal Post BureauDehradun, 30 Jan: The first phase of the Booth Level Officer Outreach Campaign under the Pre-SIR exercise in Uttarakhand has revealed a significant disparity between hill and plain districts. Dehradun and Udham Singh Nagar have lagged far behind in voter mapping percentages during the first phase of pre-SIR exercise conducted under the directions of Chief Electoral Officer. It may be recalled that the first phase of the campaign which began on 1 December 2025 and was conducted till 15 January 2026. The second phase is scheduled to begin from 1 February 2026.
It may be reminded here that under the pre-SIR exercise, voters included in the 2025 electoral rolls are being mapped with the 2003 voter list. During the first phase of the BLO Outreach Campaign, a total of 75.28 percent voter mapping has been completed across the state. Out of a total of 84,55,994 registered voters in Uttarakhand, 63,66,046 voters have already been mapped. While the overall performance has been encouraging, the figures indicate that Dehradun and Udham Singh Nagar, the two major plains districts of the state, remain considerably behind the state average.
In contrast, most hill districts have achieved mapping figures close to or above 90 percent. Rudraprayag recorded 94.67 percent mapping with 1,86,020 voters mapped out of 1,96,501. Champawat followed with 93.26 percent, Uttarkashi with 93.20 percent, Bageshwar with 92.80 percent, Pithoragarh with 91.82 percent, Almora with 90.97 percent, Tehri Garhwal with 90.72 percent and Chamoli with 90.13 percent. Pauri Garhwal has achieved 87.91 percent voter mapping. Among other districts, Haridwar stands at 77.42 percent and Nainital at 72.20 per cent.
However, Dehradun has recorded the lowest performance, with just 9,16,886 voters being mapped out of 16,02,115, translating to 57.23 per cent. At the same time, in Udham Singh Nagar, only 8,31,293 voters out of 13,93,884 have been mapped, amounting to 59.64 percent. The campaign, which ran for nearly one and a half months in the first phase, has not been able to significantly improve the figures in these two districts.
Following the conclusion of the first phase on 15 January, the Office of the Chief Electoral Officer is set to launch the second phase of the BLO Outreach Campaign from 1 February for a duration of 15 days. In this phase, mapping of voters from the 2025 electoral rolls with the 2003 voter list will continue, with a clear objective of achieving 100 percent coverage. Special emphasis will be laid on youth and women voters during the second phase.
So far, a total of 12,070 BLAs have been appointed across the state, including 5,900 by the BJP and 5,800 by the Congress, while other national parties have only appointed 370 BLAs so far.
Additional Chief Electoral Officer Vijay Kumar Jogdande expressed hope that all the recognised national political parties will complete 100 percent appointment of BLAs within the next 15 to 20 days.
Responding to concerns over the poor performance of Dehradun and Udham Singh Nagar, Jogdande explained that the mapping exercise is carried out through door-to-door visits, and due to the high number of voters in these districts, reaching every voter requires more time and effort. He expressed confidence that with the continuation of the outreach campaign for another 15 days in the second phase, the mapping percentages in these districts are expected to improve. Keeping in view the convenience and workload of BLOs, a target has been set to contact 30 to 40 voters per day.
The second phase of the BLO Outreach Campaign will continue until 15 February 2026. For the convenience of voters, the 2003 voter list has been made available on the official website of the Chief Electoral Officer, Uttarakhand, at ceo.uk.gov.in, enabling voters to access and verify their details during the ongoing Pre-SIR exercise.
