RISHIKESH, 4 Jul: Governor Lt Gen (Retd) Gurmit Singh and Chief Minister Pushkar Singh Dhami inaugurated the ‘Seva, Sushasan evam Samarpan: Jan-Jan ki Sarkar, Jan-Jan ke Dwar’ service fortnight called as Seva Pakhwara programme at IDPL Ground, here on Saturday. On this occasion they addressed the gathering and also 51 development projects worth over Rs 219 crore in Dehradun district.
The Governor described the campaign as a strong symbol of the government’s commitment to public service, good governance and welfare. He emphasised that democracy succeeds only when the benefits of governance reach every citizen at the margins with respect, sensitivity, transparency and timeliness. Congratulating Dhami on completing more than five years as Chief Minister, he said the achievement reflects public trust, democratic stability and continuity of development. He highlighted Uttarakhand’s historic decisions under Dhami’s leadership, including becoming the first state to implement the Uniform Civil Code (UCC), enacting a stringent anti-cheating law, introducing tough provisions against forced religious conversion and damage to public property, and strengthening land laws. He also underlined the importance of women, youth, farmers and border residents in the state’s development journey, citing 30 per cent horizontal reservation for women in government services, empowerment of self-help groups and schemes like Lakhpati Didi as significant steps in women’s empowerment.
Lt Gen Singh also reminded the gathering of the redevelopment of Kedarnath and Badrinath shrines, expansion of tourism and homestay schemes, the Global Investors Summit, G-20 meetings, National Games and infrastructure projects that have positioned Uttarakhand as a new centre of development and investment. On this occasion, he also urged the youth to advance in innovation-based fields such as start-ups and artificial intelligence. He recalled the Prime Minister’s message that the third decade of the 21st century would belong to Uttarakhand, saying this vision could be realised through service, good governance and public participation.
Speaking on this occasion, Dhami said that five years ago he was given the opportunity to serve Devbhoomi Uttarakhand and the journey has continued with the spirit of service, governance and dedication. Expressing gratitude to the Prime Minister and the people of the state, he said their trust and blessings are his greatest strength. He stressed that the occasion was not a celebration but a moment of introspection and renewed commitment to public service. He declared the government’s goal of making Uttarakhand a developed and exemplary State by 2035, with special focus on infrastructure, education, health, drinking water, roads, agriculture, tourism, industry, investment, self-employment and border area development.
He said the government is creating new opportunities for employment and self-employment for youth through policies such as the new start-up policy, one district-two products, homestay scheme and solar self-employment scheme. For women’s empowerment, he cited 30 per cent horizontal reservation in government jobs, Nari Sashaktikaran Yojana, Mukhyamantri Mahalaxmi Yojana and other welfare schemes. He noted that under the Lakhpati Didi scheme more than 2.65 lakh women have become self-reliant. He said unprecedented progress has been achieved in investment, tourism and employment, with investment proposals worth over Rs 1 lakh crore from the Global Investors Summit already materialising. Successful organisation of Char Dham Yatra, winter tourism, National Games and G-20 meetings has given the State a new identity.
Dhami said the double engine government has strengthened the economy, with growth in GSDP, significant rise in per capita income, a budget exceeding Rs 1 lakh crore, establishment of new industries and increasing start-ups as proof of progress. Expansion of tourism activities has also encouraged reverse migration. He underlined historic decisions such as implementation of the Uniform Civil Code, anti-cheating law, anti-conversion law, zero tolerance against corruption and transparent recruitment that have ensured fair opportunities for youth. He said more than 34,000 youths have been appointed in government services through transparent processes in the past five years.
The CM emphasised that the government’s aim is not merely to frame schemes but to ensure their benefits reach the last person. The service fortnight is being organised with this spirit of ‘Jan-Jan ki Sarkar, Jan-Jan ke Dwar’. He directed the officials to go among the people, resolve their problems promptly and ensure that the benefits of schemes reach every eligible citizen. Calling upon the people, he said that with public participation, service and commitment to development, Uttarakhand will achieve the goal of becoming a developed and exemplary state by 2035. He expressed confidence that under the guidance of the Prime Minister and with the cooperation of the people, Uttarakhand will establish new dimensions of progress.
