Dehradun, 30 Jul: The second phase of the Special Intensive Revision (SIR) of the electoral rolls has officially begun in Uttarakhand in accordance with the directions of the Election Commission of India. The launch of the second phase of SIR was announced Additional Chief Electoral Officer (ACEO) Dr Vijay Kumar Jogdande during a press conference here today. Jogdande stated that arrangements have been made to conduct hearings on notices issued during the exercise at booth level to ensure maximum convenience for voters.
Jogdande reminded that the first phase of the Special Intensive Revision had been completed under the leadership of Chief Electoral Officer Dr BVRC Purushottam. Following the completion of the first phase, the names of 71,33,785 electors had been included in the draft electoral roll for the state.
The ACEO appealed to all the voters to carefully verify their names and other particulars in the draft electoral roll and ensure that all their details are accurate. The draft electoral roll has been made available on the Chief Electoral Officer’s website, besides being accessible through the offices of the District Election Officers (DEOs), Electoral Registration Officers (EROs) and Booth Level Officers (BLOs).
Dr Jogdande said that the notices are being issued through the BLOs to those voters whose submitted information contains discrepancies or who had not furnished the required details relating to the mapping of the previous phase of the SIR while filling in their particulars. He said adequate time is being provided to such voters to submit their replies after receiving the notices.
To facilitate the hearing process, Assistant Electoral Registration Officers (AEROs) and Electoral Registration Officers in all Assembly constituencies have been directed to ensure the availability of BLOs and other designated officials at the booth level. The BLOs would examine the documents produced by voters and prepare their reports accordingly. He added that District Election Officers (DEOs) and Electoral Registration Officers (EROs) have also been instructed to organise camps either at polling booths or at nearby locations in the plains to make it easier for voters to participate in the process.
The Additional Chief Electoral Officer said the Election Commission has provided the voters time period from 14 July to 13 August, 2026, to file claims and objections through Forms 6, 7 and 8. He said that notices will remain in force and claims and objections will be disposed of between 14 July and 11 September, 2026.
He further explained that any elector dissatisfied with the decision of the Electoral Registration Officer may file an appeal before the DM concerned within two weeks. If the appellant is not satisfied with the decision of the DM, a further appeal may be filed before the office of the Chief Electoral Officer under the provisions of the Representation of the People Act.
Dr Jogdande also said that eligible citizens whose names are not yet included in the electoral roll can apply for enrolment by submitting Form 6. Applications may be submitted offline through the concerned Booth Level Officer or online through the ECINet application. He added that Forms 7 and 8 may be used for deletion of names and correction of electoral details respectively. At present, it is mandatory to submit Annexure 4 along with Forms 6 and 8.
