Challenges & Opportunities for Building a Sustainable Food System in U’khand

Sustainable food systems are the foundation of ecological security, nutritional well-being, and resilient rural livelihoods in the Himalayan region. The food system of Uttarakhand is undergoing a period of profound transition driven by socio-economic, demographic, environmental, and institutional changes. Traditionally, the mountain farming systems of the state were characterised by diversified mixed farming systems such as Baranaja, livestock integration, rich agro-biodiversity supported by traditional crop rotation practices such as the Sari system, and community-managed seed systems that ensured food and nutritional security while maintaining ecological balance. The importance of seed conservation was deeply embedded in local culture and farming traditions. Historical accounts from the Garhwal famine of 1852 (Bavani ka Akal) suggest that despite severe food shortages, farming communities preserved their seed reserves for the next agricultural season, recognising that seeds represented not merely food but the survival and resilience of future generations. This philosophy was reflected in the traditional Garhwali principle, “Khajokhanu aur beejodharunu aur bachonu”, meaning consume the grain, but preserve and protect the seed for the future.

However, these resilient systems are increasingly under pressure from a range of interconnected challenges affecting agricultural production, food consumption patterns, market integration, livelihoods, and natural resource management.

One of the most significant concerns is the steady decline in cultivated agricultural land due to urbanisation, infrastructure development, and the abandonment of farmland resulting from labour shortages and migration. Large-scale outmigration of rural youth from hill regions to urban centres has resulted in an ageing farming population and the increasing feminisation of agriculture, placing additional burdens on women farmers. The emergence of absentee landownership, where agricultural land is owned by families residing in urban areas or outside the state, has further reduced active cultivation and weakened community-based land management systems.

A defining characteristic of Uttarakhand’s food system is the central role played by women in sustaining agriculture and household food security. With increasing male outmigration, agriculture in the Himalayan region has become increasingly feminised, with women undertaking most agricultural and livestock-related activities. However, despite carrying the primary responsibility for farming operations, women often remain invisible in agricultural policies and statistics because they are rarely recognised as farmers in their own right. Limited ownership of land and productive assets restricts their access to institutional support, including agricultural credit, crop insurance, subsidies, training programmes, extension services, and decision-making platforms.

At the same time, women farmers continue to bear a disproportionate burden of agricultural drudgery. Tasks such as collecting fodder and fuelwood, fetching water, transporting manure and agricultural produce, caring for livestock, and managing household responsibilities involve considerable physical labour under difficult mountain conditions. The decline in nearby natural resources, shrinking livestock populations, and increasing climate variability have further intensified this workload. Addressing these challenges requires not only formal recognition of women as farmers but also investments in drudgery-reducing technologies, improved access to entitlements and services, and stronger support for women-led institutions and enterprises.

Climate change has emerged as another major threat to mountain agriculture in Uttarakhand. Increasing climatic variability, including erratic rainfall, prolonged dry spells, flash floods, hailstorms, and rising temperatures, has increased production risks and altered traditional cropping patterns. Simultaneously, the drying of springs, declining irrigation availability, soil erosion, and land degradation are placing additional stress on the fragile mountain ecosystems upon which agriculture depends.

The state is also witnessing a rapid erosion of agrobiodiversity and traditional food systems. Traditional millets, pulses, pseudo-cereals, and mixed cropping systems such as Baranaja are gradually disappearing, leading to the loss of indigenous seed diversity, traditional knowledge, and climate-resilient farming practices. Weak local seed systems and increasing dependence on externally supplied seeds have further undermined seed sovereignty and the conservation of local landraces.

Human-wildlife conflict has become one of the most important drivers of agricultural decline in the hill regions. Crop losses caused by monkeys, wild boars, porcupines, and other wild animals have discouraged cultivation and accelerated the abandonment of agricultural land. Consequently, large areas of cultivable land are being left fallow or turning barren, particularly in remote hill districts. Abandoned lands are increasingly invaded by weeds and invasive species, contributing to ecological degradation and increasing forest fire risks.

Fragmented and small landholdings continue to limit mechanisation, reduce economies of scale, and constrain investments in improved technologies. Poor transportation networks, inadequate storage and processing facilities, and dependence on intermediaries limit farmers’ access to profitable markets and result in low farm-gate prices. Similarly, the absence of adequate promotion, processing and value-addition infrastructure for millets, fruits, vegetables, medicinal plants, and other mountain products restricts opportunities for income generation and rural entrepreneurship.

Changing food habits and nutritional transitions are also reshaping Uttarakhand’s food system. The gradual replacement of traditional foods by market-dependent processed foods has reduced dietary diversity and weakened traditional food values. Despite improvements in food availability, concerns related to micronutrient deficiencies and access to diverse and nutritious local foods continue to persist.

The decline in cattle populations, particularly indigenous breeds and mail, represents another major challenge for mountain agriculture. Livestock has historically formed the backbone of Himalayan farming systems by providing manure, draft power, income diversification, and nutrient recycling. The reduction in livestock numbers has weakened integrated crop-livestock systems and reduced the availability of farmyard manure and other organic inputs essential for maintaining soil fertility and agroecosystem health.

Many of these challenges are compounded by policy and institutional limitations. Production-centric agricultural policies often fail to recognise the unique characteristics of mountain farming systems and provide limited support for agroecology, traditional crops, and local food systems. Weak farmer organisations and inadequate collective marketing mechanisms further reduce farmers’ bargaining power and market integration. As a result, Uttarakhand is becoming increasingly dependent on food imports from the plains, reducing local food self-reliance and resilience.

Collectively, these trends reflect a broader process of de-agrarianisation of the Himalayan landscape, characterised by declining agricultural activity, weakening local food systems, and increasing dependence on external food supplies. Cross-cutting challenges such as fragile mountain ecosystems, biodiversity loss, gender inequalities in agriculture, and inadequate research and extension support further threaten the sustainability and resilience of the state’s food system.

Despite these challenges, Uttarakhand possesses significant opportunities to build a more sustainable, resilient, and economically viable food system. The state’s rich agrobiodiversity, traditional knowledge systems, and favourable agroecological conditions provide a strong foundation for the promotion of agroecology and natural farming. Revitalisation of traditional mixed cropping systems such as Baranaja, together with the conservation of climate resilient indigenous seeds through community seed banks and farmer-managed seed systems, can strengthen seed sovereignty and climate resilience.

Growing consumer demand for nutritious, organic, and Himalayan products offers substantial opportunities for expanding organic and geographical indication (GI)-based value chains centred around products such as Basmati rice, Chakrata Rajma, Amaranth, Mandua, Jhangora, traditional pulses like Gehat, and indigenous spices. Strengthening women-led farmer groups, cooperatives, and Farmer Producer Organizations (FPOs) can improve aggregation, market access, and value addition while creating local employment opportunities.

Climate-resilient agriculture based on crop diversification, agroforestry, spring rejuvenation, rainwater harvesting, and efficient irrigation systems can help farmers adapt to changing climatic conditions. Similarly, the promotion of local processing enterprises and digital marketing platforms can improve farm incomes and reduce market constraints. Community-led approaches to wildlife management, including solar fencing and crop diversification, can help reduce human-wildlife conflict and encourage the productive use of abandoned lands.

Particular opportunities exist in the horticulture sector, especially in the cultivation of high-value temperate stone fruits such as peach (Prunus persica), plum (Prunus domestica and P. salicina), apricot (Prunus armeniaca), cherry (Prunus avium and P. cerasus), nectarine (Prunus persica var. nucipersica), and almond (Prunus dulcis). These crops are well suited to the agro-climatic conditions of the Himalayan region and provide opportunities for income diversification, nutritional enhancement, employment generation, and value addition through products such as juices, jams, preserves, dried fruits, and processed foods.

Traditional food preservation practices represent another important but underutilised opportunity for strengthening food and nutritional security in Uttarakhand. Mountain communities have historically prepared and stored dried vegetables (Sukhsa), including leafy greens, pumpkin, bottle gourd, radish leaves, beans, and wild edible plants, for use during winter months and periods of scarcity. Similarly, traditional Badi, prepared from cucumber (Kakdi), colocacia stem (nalbadi) and pulses such as urad, horse gram (gahat), black gram, and black soybean (bhatt), often blended with vegetables and spices, has served as a nutritious, protein-rich food with a long shelf life.

The revival and commercialisation of these traditional products can reduce post-harvest losses, improve dietary diversity, and create livelihood opportunities, particularly for women and self-help groups. These products also offer significant potential for branding and marketing as unique Himalayan foods linked to local culture, agroecology, and climate resilience.

Moving forward, a strategic transition towards agroecological farming systems adapted to mountain conditions, strengthened local seed systems, investments in water and climate adaptation infrastructure, support for youth and women entrepreneurship, and integrated policies linking food, nutrition, biodiversity, and livelihoods will be essential. Such interventions can help transform Uttarakhand’s food system into one that is resilient, biodiversity-rich, climate-adaptive, nutritionally secure, and economically sustainable while preserving the ecological and cultural heritage of the Himalaya.
