BJP State Executive passes two political resolutions in opening session

Haldwani (Nainital), 9 Sep: The BJP’s extended Uttarakhand State Executive meeting began here today. The meeting was inaugurated by Chief Minister Pushkar Singh Dhami and state BJP president and Rajya Sabha MP Mahendra Bhatt. National vice-president and former Chief Minister Tirath Singh Rawat, state in-charge Dushyant Gautam, co-in-charge Rekha Verma, Union Minister Ajay Tamta, former Chief Minister Vijay Bahuguna, Almora MP Ajay Bhatt, Tehri MP Maharani Mala Rajya Lakshmi Shah, Rajya Sabha MPs Naresh Bansal, Kalpana Saini, state general secretaries Kundan Parihar, Deepti Rawat and Tarun Bansal, and former state president and Cabinet Minister Madan Kaushik were present on the dais during the opening session.
During the opening session, the party’s state executive adopted two political resolutions, strongly projecting Prime Minister Narendra Modi’s 25 years of public service and the development narrative of the “double-engine” government, while launching a sharp political attack on the Congress over its stand on Vande Mataram, electoral roll revision and what the BJP described as attempts to use social harmony for political confrontation. The resolution also targets the Congress for politicising the alleged Shuddhikaran (Purification) ritual held in Haldwani on 11 August.
The first political resolution hails PM Modi on completion of 25 years in public life as Chief Minister and Prime Minister and it describes this period as an era of governance, development, welfare and national reconstruction. The resolution, presented by Rajya Sabha MP Naresh Bansal and supported by Ajay Bhatt, Rekha Arya, Maharani Mala Rajya Lakshmi Shah and Madan Kaushik, says that Modi’s central political philosophy has remained “nation first” and it also credits his government with advances in infrastructure, digital transformation, financial inclusion, social security, health, sanitation, women’s empowerment, skill development, entrepreneurship, self-reliance and national security.
The resolution has also sought to turn Uttarakhand’s development record into a major political plank ahead of the next electoral battle. It cited projects such as the Char Dham Mahamarg, Delhi-Dehradun Expressway, Rishikesh-Karnaprayag rail project and expansion of connectivity in the border areas as evidence of the Centre’s commitment to the state. It claimed that railway allocation for Uttarakhand has risen from an average of around Rs 187 crore during 2009-14 to Rs 4,769 crore in 2026-27, with total rail projects estimated at around Rs 39,491 crore.
The BJP resolution also highlights more than 28,000 government recruitments, nearly 1,750 startups, training of around 9,000 youths and an increase in homestays from 3,935 to 6,161, arguing that employment and migration would increasingly be addressed through entrepreneurship, self-employment and local economic activity. It said more than 6.03 crore tourists and pilgrims visited Uttarakhand in 2025, underlining the growing economic importance of pilgrimage and tourism.
The second political resolution was more direct and political in nature as it mounts a direct attack on the Congress over its decision to restrict singing of Vande Mataram at its programmes to only the first two stanzas. The party has described the Congress stand on the issue as an affront to the national sentiment associated with the song and alleged that attempts to limit its use reflected “appeasement politics”. The resolution emphasises that Vande Mataram is a symbol of the freedom struggle, national pride and devotion to the motherland, and asserted that the national symbols can’t be diluted to satisfy any section of society.
The resolution further accuses the Congress of politicising issues of social harmony and opposed its stand on the Election Commission’s Special Intensive Revision of electoral rolls, calling SIR a constitutional process involving claims, objections, verification and hearings. It also condemned alleged ‘indecent’ protests by Youth Congress functionaries at the India AI Impact Summit, arguing that international platforms connected with India’s global standing should remain above partisan politics.
With these resolutions, the BJP effectively seeks to frame the coming political contest around development, heritage, governance and nationalism, while portraying the Congress as driven by appeasement and divisive politics.
BJP’s National President Nitin Nabin had not arrived in Haldwani at the time of the opening session. He arrived later and participated in the following sessions.
