VoW Café witnesses Powerful Dialogue on Democracy, Delimitation, and New Vision for Bharat

Dehradun, 27 Apr: The Valley of Words (VoW) Café, nestled in the foothills of Sahastradhara Road, came alive with a thought-provoking session that bridged science, politics, and public policy, here, today. In a riveting conversation, renowned scientist and public intellectual Dr Gautam R Desiraju sat down with Dr Sanjeev Chopra, Festival Director, VoW, in a session chaired by senior bureaucrat and someone who bridged the North and South beautifully, N Ravishankar, to discuss Desiraju’s latest book, Delimitation and States Reorganization: For a Better Democracy in Bharat.

The dialogue quickly drew an engaged audience of readers, students, academics, and policy enthusiasts. As Dr Desiraju unfolded his arguments, it became clear that this book is not merely a policy proposal—it is a compelling call to reimagine India’s administrative and electoral frameworks.

Reflecting on the lack of public discourse and awareness around delimitation, Dr Desiraju emphasised, “Not many people are interested in political issues today, and even fewer truly understand them. But we must—because the very foundation of our democracy is at stake.”

Setting the tempo for the discussion N Ravi Shanker brought in his rich administrative experience into the conversation as he chaired the session bringing to the forefront many interesting takeaways from the book.

Dr Desiraju highlighted two fundamental problems with the current system: the inequality in the value of each vote and the disproportionate influence of states in national governance. “If we cannot reduce the number of people in the country, we must rethink the size and structure of our states,” he said. His solution? “A comprehensive reorganisation of Bharat into smaller, more administratively efficient states, ideally with populations around 20 million each, would naturally correct the delimitation imbalance and uphold the spirit of Article 14 of the Constitution.”

The session also drew attention to the mockery of fair representation—where constituencies of wildly varying populations dilute the principle of one person, one vote. Quoting Ambedkar, Desiraju reminded the audience that while the architect of the Constitution believed in “one state, one language,” he never advocated for “one language, one state.”

Dr Sanjeev Chopra aptly noted that, “this timely book and the conversation around it open doors to a critical debate that the nation must engage with—one that touches the core of federalism, governance, and equity”.

A Padma Shri awardee and globally renowned chemist, Dr Gautam R Desiraju is best known for his ground-breaking work in crystal engineering.  His ability to bridge disciplines with intellectual rigour and clarity makes his current foray into political restructuring both timely and transformative. Delimitation and States Reorganization is a bold departure—and yet, a natural extension—of his lifelong belief in structural harmony and balance, whether in molecules or governance.

As dusk settled over Dehradun, the gathering concluded not with finality but with a sense of beginning—a renewed urgency to confront uncomfortable truths and envision a more balanced, representative, and just democratic structure for Bharat.
