PACA seeks issue of Salary Payment Orders from June to October

Dehradun, 29 August 2025: Professor HS Randhawa, President, and Professor Prashant Singh, Secretary, of the Provincial Aided Colleges Association (PACA), have sent a formal letter to the Uttarakhand Higher Education Directorate, Haldwani (Nainital), stressing the urgent need for the issuance of salary payment orders for the period from June 2025 to October 2025. The letter clearly states that teachers and non-teaching staff of 21 unaided aided colleges in the state are facing severe financial and mental hardships due to non-payment of salaries, which is adversely affecting not only their personal lives but also the overall education system.
Professor HS Randhawa, President of PACA, said, “Despite their steadfast dedication and commitment, teachers and staff are facing deep financial distress due to non-payment of salaries. This situation is negatively impacting the morale and social standing of the teaching community. We expect immediate action from the government and administration to resolve this serious issue of delayed salary payments.”
Secretary Professor Prashant Singh stated, “The government has already released the necessary funds for the payment of salaries for the second four-month period, and the verification processes have been completed. Now, in compliance with Government Order No. 321878 dated 13 August 2025, the salary grant allocation orders should be issued promptly so that teachers and staff can overcome their financial crisis.”
The letter requests the Higher Education Directorate to ensure immediate compliance with the government order regarding salary payments so that educational activities continue smoothly and the development of education in the state is supported. PACA has appealed to all authorities concerned to cooperate and provide a swift resolution to this matter.
This letter expresses grave concern over the current complex financial situation in the education sector and calls for administrative readiness to provide dignified and assured financial support to the teachers and staff. PACA emphasises that the stability and progress of this crucial component of higher education are of utmost importance.
