Census 2027 to be fully digital in U’khand: Deepak Kumar

Dehradun, 8 Apr: Census Commissioner, Uttarakhand, Deepak Kumar today held a media briefing at the Secretariat Media Centre regarding the upcoming Census exercise. He stated that the first phase of Census 2027 in Uttarakhand will begin with house listing and housing enumeration from 25 April 2026 to 24 May 2026. Enumerators will conduct door-to-door surveys during this period, while families will also have the option of self-enumeration between 10 April and 24 April 2026. The second phase of Census 2027, covering population enumeration, will be conducted from 9 February to 28 February 2027.

He explained that self-enumeration will be available for the first time through the web portal https://se.census.gov.in, where families residing in the state can enter their details directly. For this, the name of the head of the family and a mobile number will be mandatory, with one mobile number usable for only one family. He cautioned that once registered, the name of the head of the family cannot be changed, and the choice of language must be made carefully as it cannot be altered after OTP verification. The entire process will take only 15 to 20 minutes, and all information will remain confidential.

Kumar added that for Census 2027 in Uttarakhand, District Magistrates and Municipal Commissioners have been appointed as Principal Census Officers, while other administrative officials have been designated as District Census Officers, Additional District Census Officers, Sub-Divisional Census Officers and Charge Census Officers. Deepak Kumar also shared that the training has already been completed by 23 master trainers and 555 field trainers, while training for the enumerators and supervisors is ongoing.

The Census Commissioner asserted that the special provisions have been made for snowbound areas, covering 131 villages and three towns, where population enumeration will be conducted from 11 September to 30 September 2026. He reminded that the governor of Uttarakhand and the Chief Minister will themselves undertake self-enumeration on 10 April 2026 to mark the beginning of the first phase.

Kumar recalled that the first census in India was conducted in 1872, while the first after the Independence was undertaken in 1951. He reminded that the Census scheduled for 2021 could not be held due to the pandemic. Census 2027 will be India’s 16th census overall and the 8th after Independence and will include caste-based enumeration. It will be historic as the entire process will be conducted digitally for the first time, with enumerators and supervisors using mobile applications on their own phones to collect data. The Census Management and Monitoring System (CMMS Portal) will be used for operations, supervision and management from start to finish.

Deepak Kumar appealed to all citizens of Uttarakhand to cooperate with enumerators and supervisors visiting their homes and to make maximum use of the self-enumeration facility through the portal.
