Dehradun, 19 May: District Magistrate Savin Bansal today chaired a crucial review meeting at the District Collectorate regarding the ambitious Rispana and Bindal elevated corridor projects in Dehradun. Emphasising integrated and time-bound implementation, the DM issued clear instructions to officials of all departments concerned. Following his directives, a Common Working Area has been established at the Disaster Management Office to ensure close coordination among departments, with project personnel now functioning jointly under one roof.
The Rispana and the Bindal elevated road projects are flagship initiative of Chief Minister Pushkar Singh Dhami and they are now being fast-tracked by the district administration, which is actively cooperating with the executing agency, Nirman Nigam PWD. During the meeting, officials of Nirman Nigam made a detailed presentation on the corridor, which is expected to significantly ease urban congestion in Dehradun.
The DM reaffirmed the administration’s commitment to safeguarding the rights and interests of affected persons and properties. He has tasked Sub-Divisional Magistrates and all nodal officers to oversee field-level activities including surveys, flyover construction, compensation distribution, and rehabilitation efforts. Work related to Right of Way (ROW) and land demarcation is ongoing, while land acquisition processes have been expedited.
Special instructions were given to accelerate rehabilitation of displaced families and to ensure transparent compensation disbursal. The Municipal Corporation and Mussoorie Dehradun Development Authority (MDDA) were directed to furnish complete land records without delay. The DM reiterated that the project, being of vital public interest and high priority, is under continuous review and monitoring.
As part of the integrated mechanism, sector-wise and zone-wise field responsibilities have been assigned. Departments such as Revenue, MDDA, UPCL, Municipal Corporation, and Forest are actively involved from the centralised working space at the Disaster Management Office.
Regarding the Bindal Corridor, it was noted that approximately 7.00 hectares of visible riverbed are currently classified as river/non-ZA land but recorded under private ownership. The DM directed that this matter be referred to the state government for appropriate action. He also instructed Forest Department officials to cooperate fully in the transfer of forest land, tree felling, and transplantation activities for both corridors.
Instructions have been issued to expedite the transfer of 4.00 hectares of forest land for the Bindal Corridor and 4.20 hectares of CA (Compensatory Afforestation) land for the Rispana Corridor. The Bindal alignment also affects 2295 metres of defence land across Chukkhuwala, Dobhalwala, and Vijaypur Hathibadkala. A joint inspection proposal has already been submitted to the Defence Estates Office.
Key figures on land and structures affected were also shared during the meeting and it was shared that for the Rispana Elevated Road Corridor, the total affected area will be 44.82 hectares of which private land will constitute around 2.17 hectares while the government and will be 42.68 hectares but more importantly, 1,120 buildings will also be affected of which 771 are pucca buildings while 349 are temporary structures.
Tin case of Bindal Elevated Road corridor, the total affected land is 43.92 hectares of which 25.79 is government land while 18.11 is private land. In addition, 1.96 hectares is forest land, 4.93 is Defence land, 4 hectares is CA land while 0.42 hectare is Pier land. In this project, 1494 buildings will be affected of which 934 are permanent and 560 temporary structures.
The meeting was informed that IIT Roorkee has completed the hydrological modelling study, and estimates for utility shifting have been received post joint inspections. The Revenue Department has published the Section 4 notification, and Social Impact Assessment (SIA) surveys are underway—9 km covered in the Rispana Corridor and 10 km in the Bindal Corridor.
