Govt introduces ‘State Pragati’ for monthly review of flagship schemes

Dehradun, 29 Dec: On the lines of the Government of India’s Pragati portal, the Uttarakhand government will also undertake a structured and regular review of major development schemes in the state. Chief Secretary Anand Bardhan today directed that ‘State Pragati’ meetings be initiated from January 2026, with a fixed day every month earmarked for a comprehensive review of flagship and critically important schemes as well as projects of both the state and the central governments.
Chairing a review meeting under PM Pragati at the Secretariat here, today, the Chief Secretary said that State Pragati would function as an institutionalised mechanism to monitor progress, address bottlenecks and ensure timely implementation of priority schemes. He instructed that the first State Pragati meeting be organised in January 2026 itself and stressed the need for disciplined follow-up and outcome-oriented reviews.
Reviewing the implementation of the PM Shri scheme, Bardhan directed the officials that arrangements for computer and information and communication technology laboratories, smart classrooms, libraries and other essential infrastructure be completed expeditiously in the identified schools. He instructed that all related processes, including EFC and DFC approvals and other procedural formalities, be completed by March and he also emphasised that clear targets should be assigned to the concerned departmental officers with regular monitoring to ensure timely completion of works.
The Chief Secretary further directed that, on the lines of Atal Tinkering Labs, tinkering laboratories should be established in schools through state funding as well. He said that innovative teachers should be deployed in these laboratories, who could identify and nurture the hidden talents of students and encourage them towards innovation. He instructed that, initially, 10 to 12 such schools should be developed to create innovative prototype models capable of participating in national and international competitions.
Addressing the issues related to primary education infrastructure, Bardhan said that for primary schools that do not have their own playgrounds, arrangements should be made for access to nearby playgrounds. He directed that the district magistrates should assign this responsibility to revenue officers concerned at the field level and asked departmental officers to adopt a proactive approach in implementing these decisions.
During a review of the Cooperative Department, the Chief Secretary instructed the officials to expedite the computerisation of Primary Agricultural Credit Societies. He also directed that on-system audits and day-end closure systems should be implemented at 100 per cent coverage at the earliest and that momentum be maintained to achieve this target without delay.
Among those present during the meeting were Secretary Dhiraj Singh Garbyal, Additional Secretary and Registrar, Cooperatives, Meharban Singh, along with other senior officials.
