Minimise response time to disasters: Dhami


CM seeks monsoon preparedness by 15 June

Dehradun, 11 Jun: Chairing a meeting with top officials held to review the preparations for the upcoming Monsoon here, today, Chief Minister Pushkar Singh Dhami directed that all the preparations should be completed before 15 June. He said that all departments should ensure deployment of nodal officers for disaster management by 15 June. Safety audits of STP plants and old bridges should be completed at the earliest to avoid any possible mishap. The CM said that it should also be ensured that no untoward incident occurs due to electric wires during the monsoon season.

Dhami added that heli ambulances should be arranged for patients and pregnant women in case of any emergency. All pregnant women should be identified by the Health Department in the hills and remote areas.

The Chief Minister directed that a complete action plan be presented on what challenges were faced in the previous years due to excessive rains and in which areas more disasters occurred and what preparations have been made at the government and district level to face similar challenges this season. He also asked the officials concerned to ensure that accurate weather forecast reach the people on time. He said that special attention should also be paid to minimising the impact of excessive rainfall and the resultant disaster through timely weather forecasts and public awareness.

Dhami directed all the District Magistrates to identify the areas in the districts which are particularly vulnerable to landslides and then take the necessary remedial measures to prevent possible mishaps. Plans be made for alternative arrangements for the areas where the rivers and drains overflow during the monsoon. Proposals for the amount required from the government level for various works should be submitted to the government as soon as possible. He also asserted that the damage caused to the crops due to excessive rainfall should be assessed immediately after the incident and arrangements for compensation made as soon as possible as per the standard norms. All arrangements related to essential medicines, food items and other basic necessities should be kept in sufficient quantity in the hills. The response time should be kept to a minimum in case of any disaster. All the District Magistrates should declare holidays as per the weather forecast keeping in mind the safety of the students in their districts, and alternative routes should be identified and used at places where the students might have to cross rivers or overflowing drains on way to school.

The Chief Minister instructed the officials that helicopters should be arranged for quick relief and rescue work in case of any disaster. He also ordered deployment of a SDRF battalion in Sariyapani of Almora district in view of the vulnerability of this area. The CM said that the amount being demanded from the government by various departments from the point of view of disaster management should be released as soon as possible. The CM instructed that in case of disruption of roads, electricity and drinking water lines during the monsoon due to landslides or other reasons, the response time should be kept to a minimum. He directed that the works that have not been completed yet due to excessive rains, should be completed by 15 June.

Vice Chairman, Infrastructure Monitoring Council, Vishwas Dawar, Chief Secretary Radha Raturi, DGP Abhinav Kumar, Additional Chief Secretary Anand Vardhan, Principal Secretaries RK Sudhanshu and L Fanai, Principal Chief Conservator of Forests (PCCF and HoFF)  Dr Dhananjay Mohan, Secretaries R Meenakshi Sundaram, Shailesh Bagoli, Arvind Singh Hyanki, Dilip Jawalkar, Sachin Kurve, Garhwal Commissioner Vinay Shankar Pandey, Secretaries R Rajesh Kumar, SN Pandey, Vinod Kumar Suman, senior officers of various departments, Kumaon Commissioner Deepak Rawat and all District Magistrates were present in the meeting either physically or on virtual basis.
