Dehradun, 5 Jun: All teachers currently attached to various schools, departmental offices, and other government departments will be required to return to their original schools. Instructions have been issued to departmental officials to terminate all types of attachments by 30 June. In addition, attachment orders of non-teaching staff posted in offices other than their original place of appointment will also be cancelled.
State School Education Minister Dr Dhan Singh Rawat stated that the government will not hesitate to take stringent measures to ensure the effective utilisation of human resources and accountability in government schools. He said that teachers who have been working on attachment or deputation in various schools, departmental offices, and other departments for extended periods must return to their original schools and resume teaching duties.
During a departmental review meeting, Dr Rawat directed officials to end all teacher attachments by 30 June and ensure their immediate return to schools. He warned that teachers who fail to report back to their original place of posting within the stipulated timeframe will face strict action as per the rules.
Dr Rawat further noted that most attachments were initially approved for only one academic session, but many teachers and employees have remained away from their original schools for several years. This has adversely affected academic activities in schools, and the shortage of teachers has negatively impacted students’ education.
The Education Minister also instructed departmental officials to immediately revoke all attachment orders of non-teaching personnel. He stated that if any future administrative or academic requirement necessitates an attachment, it will be approved afresh for a specified period, with a maximum duration of one academic session.
Dr Rawat emphasised that the government’s objective is to ensure adequate availability of teachers in every school so that students receive quality education and academic activities are conducted smoothly in accordance with the academic calendar.
Probe ordered into Irregularities in Mid-Day Meal Scheme
School Education Minister Dr Dhan Singh Rawat has ordered an investigation into complaints regarding irregularities in the Mid-Day Meal Scheme. He directed departmental officials to examine alleged discrepancies in schools located in Haridwar and Udham Singh Nagar districts, as well as in Ramnagar and Haldwani (Nainital district), Kotdwar (Pauri district), and the blocks of Doiwala, Raipur, Vikasnagar, and Sahaspur in Dehradun district.
Dr Rawat stated that, over the past several months, complaints had been received through various channels, including public representatives and local citizens, regarding irregularities in the implementation of the scheme. The complaints indicate serious issues such as recording food grain allocations higher than the actual student enrolment figures and discrepancies between the quantity of food grains received and their actual consumption.
He stressed that no negligence or corruption in this crucial scheme, which is directly linked to the nutrition and health of students, will be tolerated. Officials have been directed to ensure a fair, transparent, and time-bound inquiry.
Dr Rawat added that once the investigation report is received, strict action will be taken against any officials or employees found responsible for irregularities or financial misconduct.
