Shanmugam appointed 1st Registrar General under UCC

Dehradun, 30 Jan: The Pushkar Singh Dhami government is moving ahead with necessary measures for effective implementation of the Uniform Civil Code. This follows the announcement of its implementation on 27 January by Chief Minister Pushkar Singh Dhami. In this respect, Finance Secretary and senior IAS officer Dr V Shanmugam has been appointed as the first Registrar General under the UCC.

Orders to this effect have been issued by Additional Chief Secretary Anand Bardhan.

It may be recalled that Dhami had launched the UCC manual and portal for the implementation of the Uniform Civil Code in Uttarakhand while announcing the implementation of the UCC.

Now the Sub-Registrar, Registrar, and Registrar General have been appointed to effectively implement the UCC.  According to the order issued by the Government of Uttarakhand on 27 January, under notification number-105/xx(5)/24-03(10)2024, exercising the powers conferred in Section 12(1) of the Uniform Civil Code, Uttarakhand 2024 (Act No.-03. Year 2024), the Secretary, Finance Department, is to be appointed to the post of Registrar General to discharge all responsibilities other than wilful succession under the UCC. Following the appointment of Dr V Shanmugam as the Registrar General of UCC, all the necessary resources will be made available to him by the Home Department, Uttarakhand Government, to fulfil the responsibilities.

The Government of Uttarakhand has already appointed Sub-Registrars and Registrars for better implementation of the Uniform Civil Code provisions. The Uttarakhand government has appointed the Gram Panchayat Development Officer as Deputy Registrar and SDM as Registrar at the village level. Additionally, the Executive Officers in Nagar Panchayat and the Municipal Councils have been appointed as Sub-Registrars and SDMs as Registrars. Similarly, the Tax Superintendents in the Municipal Corporations have been appointed as Sub-Registrar and the Municipal Commissioner as Registrar. In the Cantt area, the Chief Executive Officer of the Cantonment concerned has been appointed as Registrar, and the officer to be nominated by him has been appointed as Sub-Registrar.
