Nainital, 14 Oct: The Union Ministry of Home Affairs has granted a No Objection Certificate (NOC) to the State Government for use of surface level parking in the open space at Metropole Hotel Complex, Mallital, here. This permission has been given on an ad-hoc basis, keeping in view the wider public interest.
Chief Minister Pushkar Singh Dhami has expressed gratitude to Union Home Minister Amit Shah for granting the permission.
It may be reminded here that the CM had written a letter to the Home Minister in this regard, requesting the Centre’s permission for parking in the open space at the site.
The NOC issued by the Centre, however, makes it clear that this arrangement will be as per the directions of the Court and will not be considered valid as a settlement or permanent transfer of enemy property. The NOC also forbids any permission to build any kind of permanent structure on the property.
As per the state government policy, 90 percent of the rental income received from the lease of the parking space will be submitted to the Custodian of Enemy Property (CEPI), which will become a part of the Consolidated Fund of India (CFI). Besides this, the Home Ministry has further directed that representatives of the Home Ministry and the Custodian will be mandatorily present in the bidding process for surface parking. As per the state government policy, the lease contract for parking and earning rental income is to be awarded to the highest bidder.
After getting permission from the Enemy Property Custodian Office, it can be used for parking. If parking facility is operated on the entire property, the total parking capacity will be more than one and a half thousand vehicles.
