Dehradun, 11 May: Chief Minister Pushkar Singh Dhami inaugurated the Harbans Kapoor Memorial Community Hall, constructed at a cost of Rs 12.51 crore, at a programme held today near the Cantonment Board Office, Garhi Cantt.
Paying tribute to the late Harbans Kapoor, the Chief Minister said that his entire life was dedicated to the service, development, and welfare of the state and Dehradun. He prioritised public service throughout his life and earned a special place in the hearts of the people with his humble nature. The CM noted that this community hall, built by MDDA with state-of-the-art facilities, will fulfil the needs of the local population and serve as a key venue for social events in the region. He directed MDDA to develop an SOP for the management of the facility, ensuring it is accessible to the general public at affordable rates.

Highlighting the bravery of the Armed Forces, the Chief Minister said that they have compelled Pakistan to surrender with their indomitable courage, valour, and strategy. In response to the terrorist attack in Pahalgam, the Indian forces have decisively destroyed terrorist bases located in Pakistan. He credited the strong leadership and clear policies of Prime Minister Narendra Modi for effective action against terrorism. He reiterated that, both, the Central and State Governments follow a “Nation First” policy and that the bravery of the Indian Army, which stands guard for the nation, is truly commendable.
The CM stated that under the guidance of Prime Minister Modi, the state government is working consistently toward the holistic development of Uttarakhand. Significant progress has been made in infrastructure, education, and health sectors. Over the past three years, more than 23,000 government jobs have been provided to the youth, and the process of recruitment will continue. He also mentioned the historic implementation of the Uniform Civil Code (UCC) in Uttarakhand. The government has taken strict steps to preserve the cultural identity and demographic integrity of Devbhoomi, which was being impacted due to past administrative failures.
The CM emphasised that the state government is working to transform Dehradun into a modern and developed city. Various development projects worth around Rs 1,400 crore are underway. Planned strategies are in place to solve the city’s traffic and parking problems. A plan to construct elevated roads over the Rispana and Bindal rivers has also been prepared. He stated that Dehradun is being developed as a model city in terms of growth, environmental protection, and public convenience. Other major projects like the Dehradun-Delhi Elevated Road and Song Dam are also progressing steadily.
The Chief Minister mentioned that the Char Dham Yatra is currently underway, with the state government closely monitoring the process. Thousands of pilgrims are arriving in Uttarakhand, and the government is committed to ensuring their safety and a warm welcome.
Cabinet Minister Ganesh Joshi said that, with the blessings of the people, he transitioned from being a soldier to a minister. He praised the Chief Minister’s resolve to not only lay the foundation stones of projects but also inaugurate them upon completion. Under the CM’s leadership, historic decisions like the UCC, anti-copying law, and anti-conversion law have been implemented. The morale of the armed forces is being continuously boosted, and financial support for the families of martyrs and award-winning soldiers has been increased.
MDDA Vice-Chairman Banshidhar Tiwari stated that the Harbans Kapoor Memorial Community Hall was completed in just one and a half years. The foundation stone was laid by the Chief Minister, and the MDDA completed the construction on time while maintaining quality standards. He added that similar halls are being built at other locations as well. The development works are being undertaken in alignment with the Chief Minister’s vision to ease the lives of common people.
Present on the occasion were MLA Savita Kapoor, Brigadier RS Thapa, BJP Metropolitan President Siddharth Agarwal, Neha Joshi, and other dignitaries.
