Committee of Secretaries discusses issues related to welfare schemes, state govt employees

Dehradun, 2 Jul: A meeting of the Committee of Secretaries was held at the Secretariat under the chairmanship of Chief Secretary Anand Bardhan, here, today. During the meeting, the Chief Secretary discussed public welfare schemes and matters related to state government employees and issued several directives.

The Chief Secretary directed all secretaries to implement the e-DPR module for the preparation of Detailed Project Reports (DPRs) under their respective departments. He emphasised that all activities, from the drafting to the submission of DPRs to the government, should be carried out through the e-DPR system. He instructed that the implementation and monitoring of e-DPR should be 100% online.

The Chief Secretary directed that the service book data of all employees be updated through UKPFMS. He also called for the prompt digitisation of IFMS data and emphasised the need to strengthen the IFMS mechanism. Department heads were instructed to regularly update GPF-related data for Class IV employees and drivers.

The Chief Secretary reiterated the directive to fully implement e-Office in all departments. He also instructed that district-level offices be shifted to the e-Office platform promptly. Additionally, he directed the enforcement of 100% biometric attendance in all departments.

The Chief Secretary noted that departments often schedule video conferences with District Magistrates on different days and times, leading to unnecessary disruptions. To address this, Friday evening has been designated for all such interactions. Departments must raise their issues during these scheduled meetings, barring exceptional circumstances. Agendas for such meetings should be shared with the District Magistrates in advance.

The Chief Secretary instructed IAS officers to expedite the process of adopting their first, second, and third posting locations (block, tehsil, and district headquarters). He also directed all officers to conduct regular reviews of flagship schemes of both the central and state governments under their departments.
