Ministers with Congress background now dominate Dhami cabinet

Dehradun, 20 Mar: Following the recent cabinet expansion in Uttarakhand, Chief Minister Pushkar Singh Dhami has reshaped his political team in line with the strategic requirements of the 2027 Assembly elections. The long-awaited expansion has inducted five new faces into the Council of Ministers, but the exercise has drawn particular attention for signalling a notable shift in the state’s political dynamics. A key talking point emerging from the expansion is the increased presence of leaders within the Dhami government whose political roots lie in the Congress, indicating the evolution of a new pattern in Uttarakhand politics.

The newly inducted ministers include Madan Kaushik, Khajan Das, Bharat Singh Chaudhary, Pradeep Batra and Ram Singh Kaira. Among them, Madan Kaushik and Khajan Das are known to have a core BJP background, while others have traversed a political journey that began in the Congress or other parties before eventually aligning with the BJP.

A broader look at the composition of the cabinet presents an even more interesting picture. Out of the 12 ministers in the Dhami cabinet, as many as seven have had past associations with the Congress. These include Satpal Maharaj, Subodh Uniyal, Pradeep Batra, Bharat Singh Chaudhary, Rekha Arya, Saurabh Bahuguna and Ram Singh Kaira. Several among them have not only contested elections on a Congress ticket but have also secured victories before parting ways with the party due to political circumstances and subsequently joining the BJP, where they have now been rewarded with ministerial positions.

On the other hand, the number of leaders with a long-standing core BJP background appears comparatively smaller. This group includes Chief Minister Pushkar Singh Dhami, Madan Kaushik, Ganesh Joshi, Dhan Singh Rawat and Khajan Das, all of whom have long been identified with the BJP’s organisational structure and ideological framework. This has led to a growing perception that the party may now be prioritising electoral winnability over ideological lineage, irrespective of a leader’s original political affiliation. It may be reminded here that BJP has generally been considered a party where ideological commitment matters most and loyalty to the party has been generally preferred and given top priority. However, recently, this has changed towards the politics of convenience where ideology does not matter as much it mattered in the past.

Political analysts observe that the cabinet expansion should not be viewed merely as an administrative exercise but rather as a calibrated step towards the 2027 Assembly elections. They opine that BJP is now increasingly according priority to those with better proven electoral strength irrespective of their political origins.

In Uttarakhand, this trend is considered to be somewhat strange by the political observers since, in the past two elections, BJP has won the polls with a huge majority and there is no political compulsion for it to prefer the ‘outsiders’.
