PACA delegation holds talks with HNBGU VC to address aided-college concerns

Srinagar, 30 Apr: A high-level delegation of the Provincial Aided College Association (PACA) met today with Professor Shriprakash Singh, Vice-Chancellor of Hemvati Nandan Bahuguna (HNB) Garhwal Central University, to discuss critical administrative challenges and the welfare of educators across non-government aided colleges.

During the courtesy visit, the delegation congratulated the Vice-Chancellor on his recent initiatives aimed at streamlining university examinations and enhancing student welfare. PACA leadership reaffirmed their commitment to the university’s mission, pledging full cooperation from aided college faculty to ensure the regularisation of the academic session.

The meeting focused on several structural and administrative issues impacting the university’s affiliated colleges, including:

Affiliation Status: A detailed review of the affiliation framework for non-government aided colleges in the context of pre- and post-2009 regulations.

Legal Compliance: Discussions on the implications of the 2022 High Court order and the subsequent evolving academic landscape.

Faculty Welfare: Addressing a backlog of pending administrative issues faced by college teachers.

Vice-Chancellor Prof. Shriprakash Singh provided a strong assurance to the delegation regarding long-standing financial grievances. He confirmed that remuneration for paper setting, oral, and practical examinations will be prioritised. Clearance of outstanding travel allowance (TA) bills will be fast-tracked. Based on PACA’s recommendations, the University agreed to include proposed amendments to the University Statutes in the agenda for the upcoming Executive Council (EC) meeting.

Representing the University were Prof Om Prakash Gosain, Dean of Student Welfare (DSW); Prof YP Rawani, Registrar; Prof Gautam Veer, Controller of Examinations; Prof RS Phartyal, Officer on Special Duty (Examinations).

Representing PACA were Prof HS Randhawa, President; Prof Prashant Singh, General Secretary; Major Atul Singh, Vice President.
