Dehradun, 10 Feb: To ensure effective functioning and professional management of various cooperative federations under the Cooperation Department, professional Managing Directors will be appointed so that these federations can be prepared to compete in line with market requirements. Instructions were also issued to start the construction work of the Doon Cooperative Market and the Registrar’s Office at the earliest, and to send the DPC proposals for vacant posts of Assistant Registrar (AR) and Deputy Registrar (DR) to the State Public Service Commission. Cooperation Minister Dr Dhan Singh Rawat strongly reprimanded officials who attended the meeting with incomplete preparations and issued a strict warning against repeating such negligence in the future.
State Cooperation Minister Dr Dhan Singh Rawat chaired a review meeting of the Cooperation Department in Dehradun today. During the meeting, he sharply criticized departmental officials for the unnecessary delay in the construction works of the Doon Cooperative Market and the Registrar’s Office. Expressing displeasure over officials attending the meeting with half-baked preparations, he termed it gross negligence and indiscipline. He directed that in future, officials must attend meetings only after thorough preparation.
Dr Rawat instructed the Registrar, Cooperation, to commence the construction works of the Doon Cooperative Market and the Registrar’s Office without further delay. The Minister stated that enhancing efficiency and preparing cooperative federations—such as the Uttarakhand Cooperative Federation (UCF), Uttarakhand Cooperative Silk Federation, Uttarakhand State Warehousing Corporation, and Uttarakhand Housing and Construction Cooperative Federation—to meet market competition is a present-day necessity. He directed officials to send a proposal to the government for the appointment of professional Managing Directors in all four cooperative federations.
Dr. Rawat also instructed officials to resolve at the earliest the issues of illegal encroachments and disputes on cooperative department land at Krishi Samiti Raiwala, Anglo-Indian Society, BHEL Haridwar Housing Cooperative Society, and Srinagar. In addition, he directed that DPC proposals for promotions to the posts of AR and DR be sent promptly to the State Public Service Commission; that recruitment examinations for various posts in cooperative banks be conducted through the Government of India undertaking IBPS; that recruitment rules for secretaries of PACS committees be issued and the recruitment process initiated; and that a membership drive be launched after determining revised fee structures in cooperative federations.
