Rahul Gandhi alleges collapse of law & order in U’khand; Harish Rawat says, murder of Dehradun

Dehradun, 31 Mar: The fatal shooting of a retired Army officer in Dehradun on Monday morning has triggered a political storm, with reactions reverberating from the state capital to New Delhi. Congress leader and the Leader of the Opposition in Lok Sabha, Rahul Gandhi has sharply criticised the prevailing law and order situation in Uttarakhand, while senior Congress leader Harish Rawat has described the incident as not merely an individual tragedy but the “murder” of a transforming Dehradun.

Reacting to the incident on social media platform X, Rahul Gandhi stated that the brazen killing of a retired Brigadier, who had stepped out for a morning walk, reflects a complete breakdown of law and order in the state. He also commented that those who had dedicated their lives to safeguarding the nation’s borders were no longer safe even within their own cities, and added that ordinary citizens and several communities were living under fear. Gandhi further alleged that under the present BJP rule, only criminals are feeling fearless and secure, adding that Uttarakhand, once known for its peace and security, is now overshadowed by violence, murder and an atmosphere of fear owing to what he termed irresponsible leadership.

It may be reminded here that the incident in which a retired brigadier lost his life after being struck by a stray bullet during a clash between miscreants, has evoked widespread public outrage within the state as well as across the country and the citizens from all walks of life are expressing anger and concern over the deteriorating law and order situation in the state and particularly in Dehradun. The officer, identified as Brig Mukesh Kumar Joshi (Retd), was a distinguished army officer with a record of postings in the PMO as well as the intelligence agencies. He was on a morning walk when he was caught in the crossfire of the altercation, leading to his untimely death. It may also be noted here that the Police had initially attempted to downplay the incident as a result of road rage, but by the late last night, had to admit that the altercation had begun elsewhere at a club operating as a bar and that was the reason behind the clash in which bullets were fired from both the sides. Birg Joshi was hit in the crossfire and lost his life.

Veteran Congress leader Harish Rawat, who is currently on a brief political hiatus calling it a fast, also expressed deep anguish over the incident. In a statement issued today, Rawat raised broader concerns about changing social patterns and rising violence. In a social media post, he described the firing near Johri village as a wake-up call and questioned how society was becoming increasingly intolerant, aggressive and violent. He paid tribute to Brigadier Joshi, calling him a proud and decorated soldier, and extended condolences to the bereaved family, praying for strength to help them endure the irreparable loss.

Following Rahul Gandhi’s remarks, Rawat reposted his statement and elaborated further, asserting that the circumstances in which the decorated officer lost his life symbolised not just an individual killing but the erosion of Dehradun’s character. He described the incident as the murder of Dehradun and observed that the city, particularly areas such as Rajpur Road once favoured by intellectuals and the elite, are losing their identity, and warned that even newly emerging middle-class localities in and around Johri are now falling prey to a similar decline.

Rawat expressed concern over what he described as the unchecked spread of substance abuse, criminality and a distorted culture in the region, stating that such trends should alarm every resident of Uttarakhand. While acknowledging the aspiration for development, he cautioned against a pace and model of growth that undermines social values and disrupts the fabric of society. He also noted that the incident had received prominent coverage in newspapers, reflecting its gravity and the seriousness with which it was being viewed.

Calling for collective introspection, Rawat has urged citizens to remain vigilant and work towards protecting the state from the growing influence of drugs, immoral activities and gangster culture. He described the death of Brigadier Joshi as the loss of a distinguished soldier and characterised it as a sacrifice that should awaken society to the urgent need for corrective action.
