Mussoorie, 26 Feb: Mussoorie, known as the Queen of Hills, is rapidly transforming into a concrete jungle. Rampant illegal construction in sensitive areas of the city has raised serious questions about the administrative system. It is alleged that influential and wealthy individuals are flouting regulations and constructing multi-story buildings, while the relevant department remains a mute spectator. The most worrying situation is on Mall Road. Here, floor after floor of buildings are being constructed, blatantly ignoring construction rules. Locals say that despite complaints, the Mussoorie-Dehradun Development Authority (MDDA) is merely fulfilling its duties by issuing formal challans. Clear instructions to stop construction are issued at the time of challans, but construction resumes within a few days. In addition to Mall Road, unauthorised construction is also ongoing in areas like Chandalgadi, Motilal Nehru Marg, Barlowganj, and Bhatta Village. According to sources, action has been taken against approximately 3,500 illegal constructions so far, and the hearings are ongoing in the court of the Joint Secretary, SDM, Mussoorie.
If more than 3,500 buildings have been challaned, it can be estimated that the actual number of constructions could be much higher. People say that this situation is not only a violation of rules but also an invitation to a major disaster in the future. The National Green Tribunal (NGT) has previously issued clear warnings regarding Mussoorie’s carrying capacity. Despite this, neither the local administration, the government, nor the development authority officials are taking any action seriously. The disaster that struck in September 2025 sounded the alarm. After heavy rains, roads cracked in many places, houses developed cracks, and landslides occurred. Experts believe this was a natural warning that the city is bearing a burden beyond its carrying capacity. If unplanned and illegal construction isn’t stopped in time, a major tragedy cannot be ruled out in the future. Local citizens allege that action is being withheld due to pressure from influential individuals, while ordinary citizens are subjected to strict enforcement of regulations. The question is: will concrete steps be taken to save the Queen of the Hills, or will Mussoorie lose its identity under the weight of concrete? Mussoorie today stands at a crossroads. One path leads to strict action and balanced development, while the other leads to uncontrolled construction and potential disaster. Now it remains to be seen which direction the responsible authorities will choose.
