71.33 lakh voters figure in U’khand’s draft electoral roll after first phase of SIR

Dehradun, 14 Jul: The draft electoral roll for Uttarakhand was published today, following the completion of the first phase of the Special Intensive Revision (SIR) programme being carried out in the state under the directions of the Election Commission of India and under the leadership of Chief Electoral Officer Dr BVRC Purushottam.

Addressing a press conference at the Media Centre here, today, Additional Chief Electoral Officer Dr Vijay Kumar Jogdande said that 71,33,785 voters have been included in the draft electoral roll after the completion of the first phase of the SIR exercise.

Jogdande said that the Special Intensive Revision (SIR) is being conducted with 1 July 2026, as the qualifying date. He added that the distribution and digitisation of enumeration forms across the state were completed between 8 June and 7 July 2026. He also stated that the number of polling stations in the state has increased from 11,733 to 12,543.

Jogdande said that the Election Commission has provided the period from 14 July to 13 August 2026 for filing claims and objections through Forms 6, 7 and 8. The period from 14 July to 11 September, 2026, has been earmarked for issuing notices and disposal of claims and objections, while the final electoral roll will be published on 15 September 2026.

Jogdande further stated that, of the 71,33,785 voters included in the draft electoral roll, discrepancies of various kinds have been found in nearly 19 lakh entries. Notices will be issued to such voters by the Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) concerned. To facilitate hearings on these notices, cluster camps will be organised at the Nyaya Panchayat level. In addition, District Election Officers and EROs have been directed to organise camps not only at tehsil headquarters but also at Municipal Corporations, Nagar Panchayats and ward levels in the plains to ensure greater convenience for electors.

The ACEO made it clear that eligible citizens whose names do not figure in the draft electoral roll can apply for inclusion by submitting Form 6 either offline through their respective Booth Level Officer (BLO) or online through the ECINet application. Forms 7 and 8 can be used for deletion of names and correction of entries in the electoral roll. He added that submission of Annexure-4 along with Forms 6 and 8 has been made mandatory.

Jogdande also listed the documents recognised by the Election Commission for the revision process. These include any identity card or pension payment order issued to regular employees or pensioners of the Central Government, State Government or Public Sector Undertakings; any identity card, certificate or document issued before 1 July 1987 by the Government, local authorities, banks, post offices, Life Insurance Corporation or Public Sector Undertakings; birth certificates issued by the competent authority; passports; matriculation or educational certificates issued by recognised boards or universities; permanent residence certificates issued by the competent state authority; Forest Rights Certificates; OBC, SC, ST or any other caste certificate issued by the competent authority; entries in the National Register of Citizens wherever applicable; family registers prepared by state or local authorities; land or house allotment certificates issued by the government; and Aadhaar-related documents, which will be governed by the Election Commission’s instructions issued vide letter No. 23/2025-ERS/Vol-II dated 9 September, 2025.
