ACS Radha Raturi bats for strong public transport system in Doon

Dehradun, 26 Oct: Additional Chief Secretary Radha Raturi has nominated the Commissioners of Garhwal and Kumaon as nodal officers for quick clearance of land and housing related matters for investors. She issued this direction while holding a review of the progress in grounding of the investment proposals received by the state in the run up to the upcoming Global Investors’ Meeting in Dehradun in December. Raturi instructed the Commissioners that, along with regular review of matters related to Garhwal and Kumaon land clearance, they will also be required to submit their updates in this regard to the Additional Chief Secretary to the Chief Minister every 15 days.

Raturi also issued instructions to nominate nodal officers for matters related to forest and pollution clearance and DIG, Fire, as nodal officer for quick fire clearances for the projects. The ACS has also ordered the appointment of one nodal officer each for dedicated follow-up of each investment project. These nodal officers will have to ensure quick clearance of every project at various levels and departments from Patwari to Secretary level under the MOU signed for Uttarakhand Global Investors’ Summit. She said that to fully train them for this work, an Investment Tracking Portal workshop is being organised on 30 November for these nodal officers of various departments.

She reiterated that, as per the vision of the Chief Minister, all the departments will have to face the challenge of 100 percent grounding of all the MOUs with a collective ownership before the Uttarakhand Global Investors’ Summit.

During the meeting, today, Raturi also reviewed the grounding of 25 different MoUs worth Rs 500 crores or more made for the Uttarakhand Global Investors’ Summit. So far, 25 MoUs worth Rs 500 crore or more have been signed between Uttarakhand government and various companies. Out of the total MOUs signed, so far, more than 50 percent are related to the tourism sector, therefore she instructed the Tourism Department to work on the grounding of projects actively. She also advised all the departments that after the signing of MOU on any project, every single day is very valuable for grounding, hence all the concerned officers should work in mission mode on grounding of projects by adopting corporate work style. She directed the departments to work with collective ownership instead of working separately to ensure a hundred percent grounding of each MoU. She added that the departments will have to end the work culture of working in isolation.

The ACS also insisted that effective grounding of the MOUs done in the health sector will increase the possibilities of developing Uttarakhand as a medical tourism hub.

In the meeting, the Additional Chief Secretary instructed the Transport Department to make special efforts to encourage investors showing interest in the field of public transport and electric buses. She stressed that, for crowded cities like Dehradun, it is very important to strengthen the public transport system for a permanent solution to the traffic problem. She directed the Transport Department to assess the possibilities of allotment of e-rickshaws only to the residents and women of the state.

Secretary, Industries, Vinay Shankar Pandey, Additional Secretaries Pooja Garbyal, Ranjana Rajguru, Nitika Khandelwal and officials of related departments were present at the meeting.
